Title: Community Development Agency, Transportation Division, recommending the Board consider the following pertaining to the Alder Drive at EID Canal Bridge Replacement Project, CIP No. 77123: 1) Approve and authorize the Chair to sign the Acquisition Agreement for Public Purposes and the Certificates of Acceptance for the related documents from Ted A. DEPARTMENT RECOMMENDATION

The Community Development Agency, Transportation Division (Transportation), recommends that the Board Chair sign the Acquisition Agreement for Public Purposes for the Alder Dr. at EID Canal Bridge Replacement Project, CIP No. 77123 (Project). The Fee acquisition is necessary for construction of the Project.

 

DISCUSSION/BACKGROUND

The Alder Drive bridge was built in 1930 and is now substandard in its design and function.  The existing bridge is a two lane concrete structure approximately 32 feet long and 18 feet wide.  The existing bridge shows signs of embankment erosion which, along with its substandard lane widths, make it eligible for replacement. 

 

The proposed bridge would tie in with the existing 30 foot wide roadway providing two 12-foot traffic lanes with 3-foot shoulders on either side of the roadway and will be located at the existing bridge location. All widening would occur along the eastern side of the existing roadway.

 

The Board of Supervisors approved the California Environmental Quality Act document, a Mitigated Negative Declaration, on February 11, 2014 and adopted the Project (Item No. 20).

CAO RECOMMENDATION

CAO recommending the Board move staff's recommendation as this is an approved CIP project and the requested actions are consistent with standard practices.

 

FINANCIAL IMPACT

The cost of the fee title acquisition is $2,900 and the cost for the title and escrow fees are estimated at $2,500.  The total cost is $5,400.  Funding for the right of way acquisition process is budgeted in the adopted 2014 Capital Improvement Program and will be provided by Highway Bridge Program funds.  This project has no Net County Cost. 

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) The Clerk of the Board will obtain the Chair’s signature on the two (2) original Acquisition Agreements for public purposes and the Certificates of Acceptance for the Grant Deed and Quitclaim Deed. 

2) The Clerk of the Board will return one (1) original fully executed Acquisition Agreement to Transportation for final processing.

3) The Clerk of the Board will return the signed Certificates of Acceptance and the executed grant documents to Transportation for final processing.
