Community Development Agency, Transportation Division, recommending the Board consider the following:

2) Authorize the Clerk of the Board to release the Payment and Performance Bonds to the Surety upon notification from the Transportation Division after the one-year guarantee period.

 

DISCUSSION / BACKGROUND

The County has contracted with Sierra Nevada Construction, Inc. for the application of slurry seal. Sierra Nevada Construction was awarded the bid for on-call application of type II latex modified slurry seal by the Board on June 10, 2014 (Item No. 11, File 14-0711). Transportation Division (Transportation) designates slurry seal areas each year based on work loads and completion of chip seal. The Contractor applied slurry seal on various roadways in Cameron Park and Placerville, as directed in Work Order No. 3. The areas designated in Work Order No. 3 are a part of the LT-Tribe work approved by the Board on August 5, 2014 (Item No. 30). The project was completed on June 10, 2015. Recordation of the Notice of Acceptance will start legal time frames for warranties, a lien period and return of retention monies. Recordation of the Notice of Acceptance will start the one-year time frame for releasing the Payment and Performance Bonds to the Surety.

 

Summary of Costs

Original Contract:                                                                $1,800,000.00

Work Order 1 NOA:                                                                   $308,750.30

Work Order 3 NOA:                                                                    $62,538.00

Contract Balance:                                                   $1,428,711.70

 

The final cost for the slurry seal completed on Work Order 3 is estimated at $62,538.00. The above costs are estimates. Transportation will be closing out the Project and will be finalizing the costs over the coming weeks. Any significant deviations from the estimates above that exceed Transportation's allocated authority will be brought back for the Board for review and approval in a subsequent agenda item.

CAO RECOMMENDATION

CAO recommending the Board approve and authorize the Chair to sign the referenced Notice of Acceptance.

FINANCIAL IMPACT

There is no change to Net County Cost associated with this item.  Funding for the completed work was included in the adopted Fiscal Year 2014/15 budget.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) The Clerk of the Board will send the Notice of Acceptance to the Recorder/Clerk's Office for recordation within ten (10) days and forward a copy of the recorded Notice of Acceptance to Transportation; and

2) One year after the recordation of the Notice of Acceptance, Transportation will verify that all warranty work, if any, has been satisfactorily completed and will notify the Clerk of the Board in writing to release the Bonds.
