Community Development Agency, Transportation Division, recommending the Board consider the following pertaining to the Mosquito Road at South Fork American River - Bridge Maintenance Project, CIP No. 77141:
1) Determine that the proposed work required of replacing deck timbers, truss members, floor beams, and associated hardware may be accomplished pursuant to Public Contract Code, Section 20395(c) in that the County shall perform the work by purchasing the materials and having the work performed by day labor, in which case advertising for bids is not required;
2) Authorize the Community Development Agency Director to perform the proposed work required for the replacement of deck timbers, truss members, floor beams, and associated hardware using County maintenance staff as day labor; and
3) Adopt and authorize the Chair to sign Resolution 101-2015, authorizing the Community Development Agency Director to close the Mosquito Road Bridge for up to four (4) weeks to perform the necessary maintenance work.

Community Development Agency, Transportation Division (Transportation) recommending the Board consider the following for the Mosquito Road at South Fork American River - Bridge Maintenance Project (Project), CIP No. 77141:
1) Determine that the proposed work required of replacing deck timbers, truss members, floor beams, and associated hardware may be accomplished pursuant to Public Contract Code, Section 20395(c) in that the County shall perform the work by purchasing the materials and having the work performed by day labor, in which case advertising for bids is not required;

3) Adopt and authorize the Chair to sign Resolution 101-2015, pending review, minor modification, and approval by County Counsel, authorizing the Community Development Agency Director to close the Mosquito Road Bridge for up to four (4) weeks to perform the necessary maintenance work.
DISCUSSION / BACKGROUND
Transportation has determined that maintenance work is necessary for the Mosquito Road Bridge, including replacement of various timber members in the deck, trusses, and floor beams. Additional work will include various hardware replacement and concrete repairs at the north abutment.
The Project will require a full road closure at the bridge for up to four (4) weeks. Work is anticipated to begin in July 2015. An alternate route/detour will be available during the temporary closure and traffic will be directed by signage to this route/detour. Transportation will provide advance notice of the temporary road closure and alternate route to County Supervisors, affected business owners and residents, the general public, the El Dorado County Transit Authority, local school districts, the U.S. Postal Service, and to local safety and law enforcement agencies.
The Project was California Environmental Quality Act (CEQA) approved for Categorical Exclusion on May 22, 2015 and National Environmental Policy Act (NEPA) approved for Categorical Exclusion on July 3, 2014. The Project is included in Transportation’s 2014 Capital Improvement Program.
Public Contract Code, Section 20395(c) provides Board discretion to authorize the work by letting contracts for bid to the lowest responsible bidder or by purchasing the material and having the work performed by day labor (County maintenance staff), in which case advertising for bids is not required. The purchase of materials and use of County maintenance staff to perform day labor is recommended for the maintenance work.

CAO RECOMMENDATION
CAO recommending the Board move staff's recommendations as this is an approved CIP project and the road closure period is necessary to provide for the safety and well being of workers and the general public.
FINANCIAL IMPACT
Funding for the Project is budgeted in the adopted 2014 Capital Improvement Program and is provided by the Highway Bridge Program and Road Fund. There is no Net County Cost resulting from the Project.
CLERK OF THE BOARD FOLLOW UP ACTIONS
1) The Clerk of the Board will obtain the Chair’s signature on the Road Closure Resolution.
2) The Clerk of the Board will return a copy of the fully executed Resolution to Transportation.
