Body

DEPARTMENT RECOMMENDATION

Health and Human Services Agency (HHSA) recommends the County of El Dorado Board of Supervisors approve and authorize the Chair to sign Amendment 2 to Agreement for Services 114-S1311 with New Morning Youth and Family Services, Inc. for the continued provision of Specialty Mental Health Services (SMHS) for children.

DISCUSSION / BACKGROUND

HHSA has contracted with New Morning Youth and Family Services, Inc. for the provision of SMHS for children since 2007.  Children are screened by HHSA Mental Health staff, and if determined to meet medical necessity, are referred for treatment to contracted providers.  New Morning Youth and Family Services, Inc. offers an array of specialty services, including after hour/weekend services.

On September 11, 2012, the Board of Supervisors approved Agreement for Services 114-S1311 with New Morning Youth and Family Services, Inc. for the term July 1, 2012 through June 30, 2013 with a maximum contractual obligation of $675,000 (File ID 12-1108-Version 1, Item 16).  On August 27, 2013, the Board of Supervisors approved Amendment 1 to Agreement for Services 114-S1311, thereby extending the term to June 30, 2015 and increasing the maximum contractual obligation to $2,025,000 (File ID 12-1108-Version 2, Item 25).

HHSA has issued a Request for Proposal (RFP) for SMHS.  Continuation of this Agreement for an additional four months is necessary to ensure continued SMHS services while HHSA completes the RFP and evaluation process.

ALTERNATIVES

The Board of Supervisors may elect to not extend Agreement for Services 114-S1311; however, this action will result in disruption of SMHS for existing clients, an increased difficulty in meeting community needs, and failure of the County to comply with State mandated services.

OTHER DEPARTMENT / AGENCY INVOLVEMENT

County Counsel, Risk Management, Human Resources, and Procurement and Contracts

CAO RECOMMENDATION

It is recommended that the Board approve this item if it would like to continue SMHS for four months while HHSA completes a RFP and evaluation process for this service.

FINANCIAL IMPACT

There is no Net County Cost associated with this Agreement.  Sufficient appropriations were included in the fiscal year 2014-15 budget, and will be included in future budgets for the term of the Agreement.

CLERK OF THE BOARD FOLLOW UP ACTIONS

1. Clerk of the Board to obtain the signature of the Chair on two (2) originals of Amendment 2 to Agreement for Services 114-S1311.

2. Clerk of the Board to return one (1) fully executed Agreement to HHSA at 3057 Briw Road.
