DEPARTMENT RECOMMENDATION
Sheriff's Office recommends this re-affirming and updating of action taken in 2003 to formalize the appointment of the participating agencies to the Approval Authority body which authorizes the reimbursement of expenditures related to terrorism prevention, response, mitigation and recovery through SHSGP funding.
DISCUSSION / BACKGROUND
The Board authorized the appointment of an Anti-Terrorism Approval Body (Approval Authority) to approve the distribution of Federal Homeland Security funds on April 8, 2003. On August 5, 2014, Board Resolution No. 121-2014 authorized the Sheriff's Office staff (the Sheriff, Undersheriff, Sheriff's Lieutenant of the Office of Emergency Services, and the Chief Fiscal Officer) to execute grant documents for and on behalf of the named applicant, El Dorado County. The County is the eligible recipient of the grant funds for purchasing for and/or sub-granting to the Approval Authority agencies and other agencies throughout the County as long as there is a nexus to Homeland Security.
The Homeland Security Grant Program is in alignment with the National Preparedness System (NPS).  The NPS is the instrument the Nation will employ to build, sustain and deliver core capabilities in order to achieve the National Preparedness Goal.  The Goal is "a secure and resilient Nation with the capabilities required across the whole community to prevent, protect against, mitigate, respond to, and recover from the threats and hazards that pose the greatest risk."
National Preparedness is a shared responsibility of the whole community.  Every member must be given the opportunity to contribute.  DHS coordinates with local, State, territory, tribal and Federal governments as well as the private and nonprofit sectors to facilitate an all-of-nation/whole community, risk driven and capabilities-based approach to preparedness.
Since 2003, various requests have been made by the Approval Authority member agencies, which have been pre-approved in each grant application, to receive SHSGP funding for equipment, training, exercises and administrative costs.  However, the process for reimbursement through the County has been delayed due to a lack of formal Board action authorizing the reimbursement to the eligible agencies.
ALTERNATIVES
If no action is taken, there will continue to be delays in processing reimbursement to eligible agencies.
OTHER DEPARTMENT / AGENCY INVOLVEMENT
Eligible agencies will request purchases from or seek reimbursement from the Sheriff's Office for approved expenditures.
CAO RECOMMENDATION
Staff recommends approval of this request conditioned upon review and approval of all requests for use of Homland Security funding by the Approval Authority.  Upon County acceptance of the grant funds, all use of grant funds must be approved by the State Homeland Security Grant Program and any reimbursement agreements that may be required should be executed in a timely manner to ensure proper use and reimbursement of funds.  The County will ensure proper compliance with all sub-granting requirements under the State Homeland Security Grant Program.
