DEPARTMENT RECOMMENDATION
Health and Human Services Agency (HHSA) recommends the County of El Dorado Board of Supervisors approve and authorize the Chair to sign Amendment 5 to Agreement for Services 131-S1311 with Summitview Child & Family Services, Inc. for the continued provision of Specialty Mental Health Services (SMHS) for children.
 
DISCUSSION / BACKGROUND
HHSA has contracted with Summitview Child & Family Services, Inc. for the provision of SMHS for children since 2008.  Children are screened by HHSA Mental Health staff, and if determined to meet medical necessity criteria, are referred for treatment to contracted providers.  Summitview Child & Family Services, Inc. offers an array of specialty services, including 24-hour residential services.
 
On September 11, 2012, the Board of Supervisors approved Agreement for Services 131-S1311 with Summitview Child & Family Services, Inc. for the term July 1, 2012 through June 30, 2013 with a maximum contractual obligation of $405,000 (File ID 12-1108, Item 16).  On June 27, 2013, the Board of Supervisors approved Amendment 1 to Agreement for Services 131-S1311, thereby extending the term to June 30, 2015 and increasing the maximum contractual obligation to $1,560,000 (File ID 12-1108, Item 25).  On December 9, 2013, the Purchasing Agent approved language revisions to Amendment 2 to Agreement for Services 131-S1311.  On June 10, 2014, the Board of Supervisors approved Amendment 3 to Agreement for Services 132-S1311, which increased the maximum contractual obligation to $1,760,000 (File ID 12-1108, Item 61).  On September 10, 2014, the Purchasing Agent approved language revisions to Amendment 4 to Agreement for Services 132-S1311.  There were no changes to the term or maximum contractual obligation.  
 
HHSA has issued a Request for Proposal (RFP) for SMHS.  Continuation of this Agreement for an additional four months is necessary to ensure continued SMHS services while HHSA completes the RFP and evaluation process.  In addition, due to higher than anticipated demand for SMHS services funding is being increased for the period through June 30, 2015.
 
ALTERNATIVES
The Board of Supervisors may elect to not extend Agreement for Services 131-S1311; however, this action will result in the disruption of SMHS for existing clients, an increased difficulty in meeting community needs, and failure of the County to comply with State mandated services.

CAO RECOMMENDATION
It is recommended that the Board approve this item if it would like to continue SMHS for four months while HHSA completes a RFP and evaluation process for this service.  
 
 
FINANCIAL IMPACT
There is no Net County Cost associated with this Agreement.  Sufficient appropriations were included in the fiscal year 2014-15 budget, and will be included in future budgets for the term of the Agreement.
 
CLERK OF THE BOARD FOLLOW UP ACTIONS
1. Clerk of the Board to obtain the signature of the Chair on two (2) originals of Amendment 5 to Agreement for Services 131-S1311.
2. Clerk of the Board to return one (1) fully executed Agreement to HHSA at 3057 Briw Road.
