Community Development Agency, Transportation Division, recommending the Board consider the following pertaining to the Alder Drive at EID Canal Bridge Replacement Project, CIP No. 77123:

1) Approve and authorize the Chair to sign the Easement Acquisition Agreement in the amount of $500 for Public Purposes and the Certificate of Acceptance for the Grant of Temporary Construction Easement from Nicola F. Biasi, an Unmarried Woman as to an Undivided ½ Interest and Nicola F. Biasi, as Trustee of the Josephine E. FUNDING:  Highway Bridge Program. The cost of the easement is $500.  The cost for the title and escrow fees are estimated at $2,500, for a total cost of $3,000.00.  (Federal Funds)

DEPARTMENT RECOMMENDATION

The Community Development Agency, Transportation Division (Transportation) recommends that the Board Chair sign the Easement Acquisition Agreement for Public Purposes for the Alder Drive at EID Canal Bridge Replacement Project (Project). Acquisition of the Temporary Construction Easement is necessary for construction of the Project.

 

DISCUSSION/BACKGROUND

The Alder Drive bridge was built in 1930 and is now substandard in its design and function.  The existing bridge is a two lane concrete structure approximately 32 feet long, 18 feet wide and crossing an El Dorado Irrigation District (EID) canal.  The existing bridge shows signs of embankment erosion, which along with its substandard lane widths, make it eligible for replacement. 

 

The proposed new crossing would tie in with the existing 30 foot wide roadway providing two 12 foot traffic lanes and 3 foot shoulders on each side of the roadway and would be located at the existing bridge location. All widening would occur along the eastern side of the existing roadway.

 

The Board of Supervisors approved the California Environmental Quality Act Mitigated Negative Declaration on February 11, 2014 (Item No. 20), and adopted the Project.

CAO RECOMMENDATION

CAO recommending the Board move staff's recommendations as this is an approved CIP project and the requested actions re consistent with standard practices.

 

FINANCIAL IMPACT

The cost of the easement is $500.  The cost for the title and escrow fees are estimated at $2,500, for a total cost of $3,000.00.  Funding for the Right of Way acquisition process is budgeted in the adopted 2015 Capital Improvement Program and will be provided by the Highway Bridge Program.  This Project has no Net County Cost. 

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) The Clerk of the Board will obtain the Chair’s signature on the two (2) original Easement Acquisition Agreements for public purposes and the Certificate of Acceptance for the Grant of Temporary Construction Easement. 

2) The Clerk of the Board will return one (1) original fully executed Acquisition Agreement to Transportation for final processing.

3) The Clerk of the Board will return the signed Certificate of Acceptance and the executed grant document to Transportation for final processing.
