1) Approve and authorize the Chair to sign the Second Amended and Restated Joint Exercise of Powers Agreement 829-M0610 for Golden Sierra Job Training Agency to address unemployment problems within the counties of El Dorado, Alpine, and Placer, for a term that began September 2005 and continues into perpetuity; and

2) Authorize the Chair to execute further Amendments and Restatements, if any, relating to the Joint Exercise of Power Agreement 829-M0610, and contingent upon approval by County Counsel.

DEPARTMENT RECOMMENDATION: 

Health and Human Services Agency (HHSA) recommends the Board sign the Second Amended and Restated Golden Sierra Job Training Agency (GSJTA) Joint Exercise of Powers Agreement (JPA) to reflect that Nevada County and Sierra County have withdrawn from the consortia, to conform to recently passed federal Workforce Innovation and Opportunity Act (WIA) of 2014, and to incorporate revised JPA bylaws.

 

DISCUSSION / BACKGROUND:

GSJTA is the Local Workforce Investment Area (LWIA) administrative entity designated by the State of California to administer Federal Workforce Investment Act services in Placer, El Dorado, and Alpine counties. GSJTA receives WIA Federal funding from the California Employment Development Department and then allocates funding for each county within the LWIA to provide programs to help achieve the goal of reducing national unemployment. The Department of Labor encourages contiguous units of local government to form consortia to plan and manage employment and training programs covering whole labor market areas within their jurisdiction. The First Amended Agreement, attached hereto as Attachment C, was entered into in September of 2005 by and between Alpine County, Nevada County, Placer County, Sierra County, and El Dorado County. The First Amended JPA was not entered into Legistar due to it being approved in 2005 (pre-Legistar). Since that time Nevada County and Sierra County have withdrawn from the consortia.

 

As a participant of the GSJTA JPA, HHSA on behalf of the County, uses WIA funds to provide job training services, leverage additional federal and state funding, and help strengthen the Connections - One Stop system, thereby ensuring our ability to meet the multiple needs of the County’s unemployed individuals, with a special focus on serving veterans, displaced homemakers, mature job seekers, long-term unemployed, and persons with disabilities. Its youth program serves low income and at-risk youth (aged 18-21 years) as the target population.

 

Participation in the JPA results in maximized program effectiveness if the three local government entities involved herein coordinate their efforts and provide services that are designed to meet the needs of their regional labor market area.

 

The Boards of Supervisors of Alpine, El Dorado, and Placer Counties wish to continue to provide the most effective demand-driven, workforce development program to deal with the needs of businesses, to work with unemployment and underemployment problems of residents of the three counties, and have determined that such problems can best be resolved and such funds may be best administered by the GSJTA.

 

ALTERNATIVES:

Should the Board of Supervisors decline to participate in GSJTA JPA, funding and opportunities to serve the target population would be severely limited.

It is recommended that the Board approve this item if it is pleased with the service provided by Golden Sierra Training Agency. 

 

FINANCIAL IMPACT:

There is no Net County Cost associated with this Agenda item.
