Health and Human Services Agency, Mental Health Division, recommending the Board consider the following:

1) Approve and authorize the Chair to sign Agreement for Services 379-S1511 with El Dorado County Office of Education, for the provision of training for teachers on Early Indicators of Mental Health Issues, for the term commencing upon execution through June 30, 2017 with a maximum contractual obligation of $85,000; and

DEPARTMENT RECOMMENDATION: 

HHSA recommends approval of Agreement for Services 379-S1511 with El Dorado County Office of Education (EDCOE) to increase countywide school personnel awareness of the identification of early indicators of mental illness.  This increased awareness will result in earlier referrals to mental health professionals for individuals and families in need of services. 

 

DISCUSSION / BACKGROUND:

On August 26, 2014, the Board of Supervisors adopted and authorized implementation of the MHSA Plan Three-Year Plan Update (File ID 14-0806).  Included in the approved FY 2014-15 MHSA Plan Update is the “Early Indicators of Mental Health Issues" program under the Workforce Education and Training (WET) component.

 

The purpose of this Program is to increase the number of child education staff trained to identify early indicators of mental health issues through training in evidence-based programs regarding the identification of early indicators of mental illness to school educators, staff, and administrators. 

 

This Agreement 379-S1511 with El Dorado County Office of Education contains non-standard Indemnity language requested by EDCOE, and has been approved by County Counsel.

 

ALTERNATIVES:

Disapproval of Agreement for Services 379-S1511 with EDCOE for the Early Indicators of Mental Health Issues program will result in the Health and Human Services Agency's failure to comply with the Mental Health Services Act (MHSA) Plan Update as developed in coordination with public input and as approved by the Board of Supervisors.

CAO RECOMMENDATION:

It is recommended that the Board approve this item to follow the MHSA Plan. 

 

FINANCIAL IMPACT:

There is no Net County Cost associated with this agenda item.  Sufficient appropriations were included in the Fiscal Year (FY) 2015-16 budget, and will be included in future budgets for the term of the Agreement.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1. Clerk of the Board to obtain signature of the Chair on two (2) original Agreements for Services 379-S1511.

2. Clerk of the Board to forward one (1) fully executed Agreement to HHSA at 3057 Briw Road.

Health and Human Services Agency Strategic Plan Project 3.3.3 - Develop and implement programs in alignment with the currently approved Mental Health Service Act (MHSA) Plan.
