DEPARTMENT RECOMMENDATION

At the request of the Health and Human Services Agency (HHSA), the Procurement and Contracts Division of the Chief Administrative Office issued a Request for Proposal for Contracted "After Hours" On-Call Crisis Response Services.  "After Hours" refers to the overnight hours, which for the West Slope is between the hours of 12:00 a.m. to 8:00 a.m. and for South Lake Tahoe is between the hours of 8:00 p.m. to 8:00 a.m.

 

One response was received from Heritage Oaks Hospital of Sacramento, California and was evaluated by representatives from HHSA and the Mental Health Commission on the basis of Program Summary, Organization Background and Direct Services Provided, Program Design, Data Tracking and Reporting, and Program Budget.  It was determined that the proposal submitted by Heritage Oaks Hospital meets the needs of the County.

 

DISCUSSION / BACKGROUND

Historically, the HHSA Mental Health Division (MHD) was able to provide "After Hours" crisis response through limited staff to Marshall Medical Center and Barton Memorial Hospital.  Attempts to recruit for staff to provide these overnight services have been unsuccessful, and since December 1, 2014, MHD has provided in-person "After Hours" crisis response only for children under the age of 18.

 

ALTERNATIVES

Should the Board decline to award this Request for Proposal to Heritage Oaks Hospital, HHSA will continue to provide limited “After Hours” crisis response services.

CAO RECOMMENDATION

It is recommended that the Board approve this item if it would like HHSA to continue the process to find a provider of On-Call After Hours Crisis Reponse Services.

 

FINANCIAL IMPACT

There is no Net County Cost associated with this Agenda item.  Funding in the amount of approximately $120,000 will be identified in the department’s FY 2015-16 budget for contracted On-Call After Hours Crisis Reponses Services.
