DISCUSSION / BACKGROUND

The King Fire of September 2014 resulted in thousands of acres of fire damaged timber. The salvage operations to remove the merchantable resources has resulted in extensive hauling operations affecting the pavement conditions of Wentworth Springs Road, White Meadows Road, and Peavine Ridge Road, which are in the County maintained roadway system.

 

Due to the salvage operations after the fire event, these roadways have deteriorated significantly to the point that several areas have been or will be reduced to an unserviceable condition.  These roadways require a major rehabilitation of nearly 130,000 square feet of pavement. If this rehabilitation work is not completed before fall’s  wet weather conditions occur, these deteriorated areas will become hazardous or impassible for resident and public travel.

 

The Transportation Division (Transportation) has two options: (1) perform the work with Transportation Maintenance and Operations (M&O) staff; or (2) utilize contractors to perform the work.  With the rain season fast approaching, emergency construction contracts would be required if that option is utilized, which could result in higher than normal costs.  If Transportation M&O performs the repairs the following scheduled major rehabilitation projects will not be completed:

 

1.                     El Dorado Hills Blvd. (portions of)

2.                     Latrobe Road- South Shingle Road to county line

3.                     Marshall Road (portions of)

4.                     Pedro Hill Road (portions of)

5.                     Gilmore Road (portions of)

6.                     Rodeo Dr./Stolling Hills Dr.- complete rehab

7.                     Omo Ranch Road (portions of)

 

To ensure that as much scheduled work as possible is completed this year; Transportation recommends proceeding with two emergency contracts to perform the work.  One contract will be issued for the work on White Meadows Road and Peavine Ridge Road (estimated at $170,000) and the other contract will be issued for the work on Wentworth Springs Road ($170,000). 

 

Staff has been informed that the vast majority of logging affecting White Meadows/Peavine Ridge Roads is concluded; therefore, complete rehabilitation of the damaged areas is planned.  Logging affecting Wentworth Springs Road will continue into next summer which will likely cause more road damage next year.  Temporary repairs are therefore planned at this time to avoid more significant damage to the roadway.  Permanent repairs will occur once logging activity resulting from the King Fire ends.

 

Funding

At this time, Transportation proposes to fund this work from the fund balance in the Road Fund.

 

Staff has been in communication with commercial loggers whose operations are impacting these roads to determine a potential fair share cost of roadway repairs.  The logging companies have indicated a willingness to make a fair share contribution towards repairs after consideration of increased timber tax revenue.

 

It is currently unknown how much increased timber tax funds will be accrued from the increased logging activity.  Timber tax revenue of $85,000 is included in the General Fund budget and $8,900 revenue is included in the Road Fund budget.  Transportation requests Board consideration of providing any timber tax revenue that exceeds budgeted amounts to the Road Fund to partially offset project costs.

CAO recommending the Board receive and file the referenced presentation on "County Roads affected by the King Fire". 

 

FINANCIAL IMPACT

The estimate for Maintenance to repair White Meadows Road and Peavine Ridge Road is $160,000. The estimate to repair Wentworth Springs Road is $170,000. These estimates includes all work needed to complete these repairs.

 

Funding for these repairs will be provided by the Road Fund if other funding cannot be provided.
