DEPARTMENT RECOMMENDATION

Community Development Agency, Transportation Division recommends the Board of Supervisors adopt Resolution 139-2015 to claim an allocation of $80,000 in Transportation Development Act Article 3 Local Transportation Fund Bicycle/Pedestrian Funds from the El Dorado County Transportation Commission (EDCTC) for the Green Valley Road Class II Bike Lanes, CIP Project No. 72309 (Project). 

 

DISCUSSION / BACKGROUND

In accordance with Transportation Development Act (TDA) Public Utilities Code § 99233.3, EDCTC has the option to apportion up to two percent of the remaining Local Transportation Fund (LTF), after allocation of administration and planning funds, for facilities provided for the exclusive use of pedestrians and bicycles.  On May 14, 2013, EDCTC programmed $32,000 in TDA to support the required local match through a Bicycle Transportation Account (BTA) funding the project (Item No. 11).  Since the time of the BTA grant award, the shoulder area for the Project has deteriorated to a condition which does not provide for safe bicycle travel and effective installation of bicycle lane markings.  The adjacent travel lanes are in better condition due to preventative maintenance and do not require surface treatment at this time.  The County did not anticipate or budget for the shoulder surface improvements as part of the BTA grant application scope of work, as the shoulders were in better condition at the time.  To complete the Project, the Community Development Agency, Transportation Division submitted a request to EDCTC for the programming of $80,000 in Bicycle/Pedestrian TDA/LTF funds to complete the necessary shoulder surface treatments which will support bicycle travel and installation of Class II markings.  On June 4, 2015 the EDCTC adopted Resolution 14/15.25, approving the programming of $80,000 in TDA Local Transportation Fund. The County intends to begin construction on the bike lanes in fall of 2015.

 

ALTERNATIVES

If the Board does not adopt this resolution, the shoulder surface treatments will not be completed until other sources of funding are obtained. As a result, the bicycle lanes will remain in a deteriorated condition resulting in unsafe bicycle travel and ineffective bicycle markings which will not help meet the Project's intended purpose of increasing bicycle ridership in the area.

FINANCIAL IMPACT

There is no change to Net County Cost.  The additional costs and TDA funding for the Project will be added to the FY 2015/16 budget during the addenda process and the 2015 CIP during the next update.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1.  The Clerk of the Board will have the Chair sign the Resolution.

2.  The Clerk of the Board will send a fully-executed copy of the Resolution to the Community Development Agency.
