FUNDING: Funded with a blend of Federal and State funds (85%) and realignment funding (15%).

DEPARTMENT RECOMMENDATION

Health and Human Services Agency (HHSA) recommends the County of El Dorado Board of Supervisors approve and authorize the Chair to sign Amendment 4 to Agreement for Services 308-S1211 for the continued provision of substance abuse treatment services on an “as requested” basis for clients referred by HHSA.

 

DISCUSSION / BACKGROUND

Agreement for Services 308-S1211 was approved by the Board of Supervisors on February 7, 2012 (File ID 12-0132, Item 8) with a maximum not to exceed compensation of $100,000 for a three-year term that began on February 28, 2012.

 

Amendment 1 to Agreement for Services 308-S1211 was approved by the Board of Supervisors on October 1, 2013 (File ID 12-0132, Item 14).  Amendment 1 clarified language to ensure the contract continued to meet County requirements.

 

Amendment 2 for Agreement for Services 308-S1211 was approved by the Board of Supervisors on June 17, 2014 (File ID 12-0132, Item 8).  Amendment 2 extended the term to February 27, 2017 and increased the not-to-exceed amount by $150,000 for a maximum contractual obligation of $250,000.

 

Amendment 3 for Agreement to Services 308-S1211 was executed by the Purchasing Agent on October 31, 2014.  Amendment 3 further included language revisions to clarify the compensation to reflect the same reimbursement rate for parenting and perinatal women.

 

The services provided by New Leaf Counseling Services continue to be a successful tool in supporting families who are clients of the County of El Dorado Child Protective Services (CPS) and California Work Opportunity and Responsibility to Kids (CalWORKs) Welfare to Work.  Pursuant to Welfare and Institutions Code Sections 16501-16508, HHSA is required to provide counseling and substance abuse services that promote reunification of children and families in the County’s CPS program.  Additionally, Welfare and Institutions Code Sections 11322.6 and 11325.8 requires HHSA to provide CalWORKs Welfare-to-Work clients with substance abuse treatment services in an effort to remove barriers to obtaining self-sufficiency.

 

Through July 2015, approximately $184,000 has been paid to New Leaf Counseling for services provided under this agreement. At the current rate of approximately $4,900/month, there is insufficent funding available in the contract to continue providing services through the end of the contract in February 2017. The contract needs an additional $33,000 in spending authority.  HHSA is requesting slightly higher than this amount in the event the demand for services increases.  Upon expiration of this agreement in February 2017, HHSA will enter into a new agreement with New Leaf Counseling or another comparable service provider for the continued provision of these services.

 

ALTERNATIVES

Disapproval of Amendment 4 to Agreement for Services 132-S1311 with New Leaf Counseling Services will result in an inability for HHSA to meet substance abuse treatment service mandates, and will result in an inability to meet community needs.

CAO RECOMMENDATION

It is recommended that the Board approve this item to continue the provision of therapeutic counseling, in-patient and out-patient substance abuse treatment services, substance abuse testing and related services.

 

FINANCIAL IMPACT

There is no Net County Cost associated with this Agreement.  Sufficient appropriations were included in the fiscal year 2015-2016 budget, and will be included in future budgets for the term of the Agreement.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1. Clerk of the Board to obtain signature of Chair on two (2) original Amendment 4 to Agreements for Services 308-S1211.

2. Clerk of the Board to return one (1) fully executed Agreement to HHSA at 3057 Briw Road.
