Health and Human Services Agency (HHSA) recommends approving and authorizing the HHSA Director to sign a letter of support for El Dorado County Community Health Center’s “Substance Abuse Service Expansion” grant proposal sponsored by the U.S. Department of Health and Human Services/Health Resources and Services Administration.

DISCUSSION / BACKGROUND
In 2014, HHSA’s Public Health Division published a report titled, “Healthy El Dorado County.” The report compares El Dorado County rates of substance abuse against the statewide average. Specifically, the report notes substance abuse rates in El Dorado County per 10,000 people is 442.3 compared to the California average of 232.0. Additionally, the number of substance abuse hospitalizations per 1,000 pregnant females in El Dorado County is 41.5 compared to the state average of 14.2. The report also identifies that 35.3 percent of teenagers have tried an illegal substance, compared to a statewide average of 13.7 percent. This data demonstrates that a need exists within El Dorado County for substance abuse services.

County of El Dorado and El Dorado County Community Health Center have a long-standing relationship of working together effectively to respond to the needs of the low-income, uninsured and underinsured populations by collaborating on mental health, public health, and social service issues.
