1) Receive a presentation regarding the current status and design Option A and Option B for the El Dorado Trail - Missouri Flat Road to El Dorado Road Project, CIP No. 97014 and the El Dorado Trail - Missouri Flat Road Bike/Pedestrian Overcrossing Project, CIP No. 97015;
2) Receive a presentation from the El Dorado County Historical Museum, Railroad Program regarding the current status and future of the Railroad/Living History Program; and
3) Provide direction to staff for moving forward on the Projects. (Est. Time: 1 Hr.)
FUNDING: Congestion Mitigation and Air Quality Program Funds - Planning and Design Phase (100%). (Federal Funds)

DEPARTMENT RECOMMENDATION
Chief Administrative Office, Parks Division and Community Development Agency, Transportation Division recommends the Board receive a presentation regarding the current status of the El Dorado Trail - Missouri Flat Road to El Dorado Road Project, CIP No. 97014 and the El Dorado Trail - Missouri Flat Road Bike/Pedestrian Overcrossing Project, CIP No. 97015, consider Option B as the preferred alternative, receive a presentation from the El Dorado County Historical Museum, Railroad Program regarding the current status and future of the Railroad/Living History Program, and direct staff to continue developing a 6-acre Railroad Park in the community of El Dorado. Currently the Railroad Park is in the conceptual design phase and will be brought back for programming in a future CIP.

CAO RECOMMENDATION
CAO recommending the Board move staff's recommendations and provide direction to staff moving forward with the Projects.
FINANCIAL IMPACT
There is no net County financial impact associated with either alignment option; however the current projects as identified in the adopted 2015 CIP assumes $3.5M in unsecured grant funding for the El Dorado Trail Extension Project (CIP 97014) and $2.2M in unsecured grant funding for the Overcrossing Project (CIP 97015). Given the estimated Project construction costs for the trail extension project, Option B could result in a cost savings of approximately $300,000 in County matching funds over Option A, assuming an 11.47% local match is required.
CLERK OF THE BOARD FOLLOW UP ACTIONS
If the Board directs Transportation staff to proceed with Option B, the Clerk of the Board will obtain the Chair’s signature on a formal request to the Sacramento Placerville Transportation Corridor - Joint Powers Authority (SPTC-JPA) for removal of approximately 1.42 miles of rail from Missouri Flat Road to Blanchard Road.
