At their meeting of October 20, 2015 (Item 24) the Board approved Ordinance 5027 and set a public hearing for Final Passage (Second Reading) on November 10, 2015.

DEPARTMENT RECOMMENDATION

Treasurer-Tax Collector's Office recommending the Board waive full reading of the ordinance and continue this matter to November 10, 2015, for final passage (second reading).

 

DISCUSSION / BACKGROUND

A cost study for processing these transactions shows the county is not recovering full costs. 

The proposed fee increase will allow for recovery of those costs. 

The proposed ordinance will amend prior ordinances 4651 and 5012, update legal references to align the ordinance with Revenue and Taxation code, and correct clerical errors in the Muni Code version of the ordinance to reflect prior actions taken by the Board of Supervisors.

 

ALTERNATIVES

Without fee increases the department must absorb the cost of processing nonacceptance and nonpayment transactions.

CAO RECOMMENDATION

CAO concurs with department recommendation.

 

FINANCIAL IMPACT

Department revenue will increase by approximately $1,500 annually.  The proposed fee increases are included in the FY 2015/16 Final Budget.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

Clerk of the Board will publish notices of the proposed ordinance in accordance with Government Code section 50022.3.

Provide a signed copy of the ordinance to the Treasurer-Tax Collector.
