DEPARTMENT RECOMMENDATION

Probation Department recommends the Board approve and sign Amendment I of Agreement No. 307-S1510 with Progress House Inc. to add the provision of substance abuse assessment and treatment services and to increase the maximum contractual obligation to $240,000; and authorize the Purchasing Agent, or designee, to execute further documents relating to Agreement for Services No.307-S1510, including amendments which do not increase the maximum dollar amount or term of the Agreement, and contingent upon approval by County Counsel and Risk Management.    

 

DISCUSSION / BACKGROUND

Progress House, Inc. was established in El Dorado County in 1978 as a residential recovery facility for alcoholism.  Since its inception, Progress House has grown to also address treatment of addiction to alcohol and other drugs.  Services include residential and transitional living treatment for men, women, pregnant women, and parenting women, as well as outpatient services. 

 

Probation contracted with Progress House in January 2015, via Agreement for Services 307-S1510 for the provision of providing transitional housing and meal/personal needs stipends for clients referred by EDC Probation. The provisions of services under this Agreement have been successful.

 

Due to the establishment of the Adult Pretrial Supervision Program, EDC Probation desires to add the provision of substance abuse assessment and substance abuse treatment services to this contract.  The increase in costs associated with this service is included in the Department’s FY 2015-2016 budget and funded through the Court’s Recidivism Reduction Fund Court Grant Program.  .Increased service needs for transitional housing has been identified by the Community Corrections Center and approved by the Community Corrections Partnership (CCP) and the Board of Supervisors in the Department’s FY 2015/2016 final budget.

FINANCIAL IMPACT

No fiscal impact or change to Net County Cost associated with this agenda item. Sufficient appropriations were included in the fiscal year 2015-16 approved budget, and will be included in future budgets for the term of the Agreement.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1.  Clerk of the Board to obtain the signature of the Chair on two (2) originals of Amendment I, Agreement No. 307-S1510.

2.  Clerk of the Board to return one (1) fully executed Amendment to Probation at 3974 Durock Road, STE 205, Shingle Springs.
