Title: Community Development Agency, Transportation Division, recommending the Board consider the following for the Silver Fork Road at South Fork American River Bridge Rehabilitation Project CIP 77124: 1) Approve and authorize the Chair to sign the Acquisition Agreement for Public Purposes and the Certificate of Acceptance for the related documents from Don Bradford and Marybeth Bradford, Trustees of the Bradford Family Trust dated 1996, for Assessor's Parcel Number 012-302-18; 2) Authorize the Community Development Agency Director, or designee, to execute the escrow instructions and any other related escrow documents pertaining to the transaction, including payment of title and escrow fees; and 3) Authorize the Community Development Agency Director, or designee, to extend the date of closure of escrow upon mutual agreement of both parties if necessary. DEPARTMENT RECOMMENDATION

The Community Development Agency, Transportation Division (Transportation) recommends that the Board Chair sign the Acquisition Agreement for Public Purposes for the Silver Fork Road at South Fork American River Bridge Rehabilitation Project (Project), CIP No. 77124. The acquisition is necessary for construction of the approaches and bridge rehabilitation.

 

DISCUSSION/BACKGROUND

The Silver Fork Road at South Fork American River Bridge was built in 1953 and is located in Kyburz, approximately 0.1 miles southeast of Highway 50.  The existing bridge is approximately 60 feet long and 24 feet wide.  The bridge was classified as structurally deficient per a Caltrans Bridge inspection report dated August 15, 2011.  The sufficiency rating of the structure is 64 out of 100 per the inspection report, which qualifies the bridge for rehabilitation in accordance with Federal Highway Administration guidelines.

 

The Project includes rehabilitation of the existing bridge, widening of the bridge deck and improvements to the bridge approaches.  The Board adopted the California Environmental Quality Act Mitigated Negative Declaration on February 10, 2015 (Item No. 11).

FINANCIAL IMPACT

The cost of the acquisition is $1,150.  The cost for the title and escrow fees are estimated at $2,500 for a total cost of $3,650.  Funding for the Project is budgeted in the adopted 2015 Capital Improvement Program and will be provided by the Highway Bridge Program (96%) and Utility Agencies (96%). This project has no Net County Cost.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) The Clerk of the Board will obtain the Chair’s signature on one (1) original of the Acquisition Agreement for Public Purposes and the Certificate of Acceptance for the Grant Deed.

2) The Clerk of the Board will return one (1) copy of the fully executed original Acquisition Agreement to Transportation for final processing.

3) The Clerk of the Board will return the original signed Certificate of Acceptance to Transportation for final processing.
