DISCUSSION / BACKGROUND

In May 2013 the Division sought out a consulting firm to assist with construction and real estate development tasks for the Public Safety Facility on an as-requested basis.  The firm of Christenson Consulting was chosen based on experience and value.   Services for the County have included strategic planning, risk management, site analysis, cost reporting, conceptual estimating, scheduling, forecasting, project review, bid review, lease proposal review, request for qualification (RFQ) and request for proposal (RFP) reviews, creating manuals, coordination and assembly of performance specifications, presentations and report generation.  During the course of this agreement, the efforts of Christenson Consulting have been focused on work related to the proposed Public Safety Facility and the expertise has been instrumental regarding the site selection, California Environmental Quality Act (CEQA) requirements, and coordination of other consultants and County staff. 

 

With the recent loss of the Division’s Senior Project Manager, who was managing the Public Safety Facility project, the expertise of Christenson Consulting has been very valuable to the Division as we’ve not lost a significant amount of project continuity and time.  In recognition of the increased scope of work and hours, the consultant has discounted the fee structure.  With the proposed property in escrow, there are many pre-construction,environmental review and other associated tasks that need to be addressed.  Some of the immediate work involving Christenson Consulting concerns coordination with the design criteria consultant and the Sheriff’s operations, completion of the work required for the Environmental Impact Report along with Board acceptance, study of feasibility of installation of adjacent Solar facility, and assistance in preparation of required documentation for future financing methodology.

 

ALTERNATIVES

The alternative would be to not approve the Amendment and the Division would need to seek a different consultant.  Christenson Consulting has already gained extensive knowledge concerning this project and seeking a different consultant at this point to assist with this task would most likely result in an increase in project costs and time as a new firm would be unfamiliar.  With the property currently in escrow, time is of the essence.

FINANCIAL IMPACT

This has been budgeted for in the FY 2015-16 Accumulative Capital Outlay fund.  There is no change in Net County Cost.
