DEPARTMENT RECOMMENDATION
The Board is being asked to approve and authorize the Chair to sign Amendment IV to Agreement No. 356-S1011 with Alliant Insurance Services, Inc. to provide employee benefit consulting for the Human Resources Department, Risk Management Division, for the period of February 1, 2010 through January 31, 2017, increasing the not to exceed amount by $100,000.00 for a total not to exceed amount of $710,000.00.

The Agreement is being Amended a fourth time to extend the term for an additional one (1) year period and increase compensation by $100,000.00, increasing the not to exceed amount to $710,000.00. The monthly billing rate will remain the same for the Amended contract period. The department will be conducting a Request for Proposal (RFP) process for employee benefit consulting services to gauge the availability and cost of same since the last RFP process for these services was conducted in 2009. In consultation with the CAO's Office, it is recommended and estimated that this process will be finalized in October 2016 with a new contract being awarded in January 2017.

The Board is also being asked to make findings that it is more feasible and economical to engage an outside Consultant for the provision of employee benefit consulting services in accordance with Ordinance 3.13.040. The specialized skills and knowledge, particularly the insurance brokerage certification, of the consultant are not available under current job classifications.
