Chief Administrative Office, Facilities Division, recommends the Board Authorize the Chair to sign Sub-Local Sponsor Agreement No. 129-F1611 with the El Dorado County Water Agency to accept Proposition 84 Integrated Regional Water Management (IRWM) 2014 Drought Grant funds in the amount of $1,639,217 for the term August 7, 2015 through June 30, 2019; and Delegate authority to the Facilities Manager, or designee, to execute all grant documents, including, but not limited to, amendments, requests for payment, reports, and all associated documents necessary to secure grant funds and implement the approved grant program that do not increase the dollar value or extend the term of the grant.

 

 

DISCUSSION / BACKGROUND

On July 15th, 2014, the Board approved Resolution 099-2014 supporting the Consumnes, American, Bear and Yuba (CABY) Rivers Integrated Regional Water Management Plan (IRWMP).  With this adopted Resolution, the County was able to partner with the EDC Water Agency to secure drought-relief funds in the amount of $1,775,187.  Of that, $135,970 has been granted to EDC Water Agency to implement a countywide water conservation plan and community education. 

 

The $1,639,217 granted to the County would be utilized to address many of the infrastructure issues at our facilities.  Much of the work was already identified through the Vanir assessment as needing replacement and was already in the planning phases. 

 

The grant would specifically cover:

 

Buildings A/B: replacement of all toilets, urinals, sink faucets and shower heads with modern low flow fixtures.  Additionally, the evaporative cooling tower unit that serves both buildings will be replaced with a modern, no water and high energy efficient cooling system.  The current unit consumes up to 2,500 gallons per day and this will be reduced to zero gallons. 

 

Building C: replacement of all toilets (including holding cells), urinals, sink faucets (including holding cells), with modern low flow fixtures. 

 

Main Library: replacement of all toilets and sink faucets with modern flow fixtures.

 

Placerville Jail: replacement of all toilets, urinals, sink faucets and shower heads with modern low flow fixtures. 

 

 

ALTERNATIVES

The County could choose not to execute the Agreement and decline the funding.

CAO RECOMMENDATION

 

 

FINANCIAL IMPACT

There is no change in Net County Cost.  With allowable costs retroactive to January 1, 2010 (see Exhibit 1, paragraph six; Funding Match), what the County has already expended on related projects will be utilized to meet the matching requirement of $575,299.  Calculations indicate the County has already exceeded this amount over the past five years.
