1) Approve and authorize the Chair to execute Amendment I to Agreement 020-S1511 with the County of Sacramento for the provision of autopsy services, increasing compensation by $75,000 for a total not to exceed $150,000 for the period of July 1, 2014 through June 30, 2016; and

2) Update Article XXII Administrator to reflect Lieutenant Matthew Foxworthy as the Administrator.

DEPARTMENT RECOMMENDATION:

Sheriff’s Office recommends the approval and signing of this Amendment I to continue receiving autopsy services through June 30, 2016.

 

DISCUSSION / BACKGROUND:

On June 17, 2014, the Board took action and approved item 14-0721 for Agreement 020-S1511 in the amount of $150,000 for the term July 1, 2014 through June 30, 2017. The contract was originally drafted as a two-year agreement in the amount of $75,000;  however, prior to the Board agenda date, the Sheriff's Office decided to enter into a three-year, $150,000 agreement. Due to an oversight, the original contract, for the amount of $75,000 for a two-year period, was attached to the Board agenda item and sent to Sacramento County.  The agreement was approved by Sacramento County, though it was not executed and returned to the Sheriff's Office until December, 2015. 

 

At that point it was determined that additional funding would be necessary to get through the end of the two-year tem. This Amendment I will bring the total maximum amount of the agreement to $150,000 for the period of July 1, 2014 through June 30, 2016.  It will also update Article XXII Administrator as staffing has changed and Lieutenant Matthew Foxworthy will now be the Administrator.

 

The need for additional funding is due to the fact that the number of autopsies performed by Sacramento County Coroner has increased. Under the previous two-year contract, approximately 31 autopsies were performed; in the period covered by the current contract, 47 autopsies have been performed.

 

ALTERNATIVES:

Failure to approve this Amendment I will result in an inability for the Sheriff’s Office to pay for services until the end of the contract on June 30, 2016.

County Counsel and Risk approval of Amendment I.

 

CAO RECOMMENDATION:

Approve department's recommendation.

 

FINANCIAL IMPACT:

There is no Net County Cost associated with this item. The Sheriff’s Office has budgeted for this service.
