DEPARTMENT RECOMMENDATION

Community Development Agency, Transportation Division (Transportation), recommending the Board approve and authorize the Chair to sign Resolution 070-2016 (Resolution) adopting the Safe Routes to School Master Plan (Plan) for facilities in the Lake Tahoe Unified School District (LTUSD).

 

DISCUSSION / BACKGROUND

Transportation has partnered with LTUSD, Tahoe Regional Planning Agency, Tahoe Metropolitan Planning Organization, the City of South Lake Tahoe, and the Community Mobility Group of the Lake Tahoe Sustainability Collaborative to develop the Plan for the LTUSD. 

 

The Plan will be used as a planning document to identify potential future projects and as an aid for future grant applications. All projects included in the Plan that might be implemented within the County's jurisdiction would come back before the Board for appropriate approvals. Being that the Safe Routes to School Master Plan is a planning study for possible future actions, none of which the County has approved, adopted or funded,  in accordance with Section 15262 of  the California Environmental Quality Act Guidelines, County adoption of the Safe Routes to School Master Plan does not require preparation of an environmental impact report or negative declaration.

 

ALTERNATIVES

The Board could choose to not approve the Resolution, which might negatively impact the ability of various agencies in the Tahoe Basin to receive Safe Routes To School grant funding.

 

OTHER DEPARTMENT / AGENCY INVOLVEMENT

County Counsel has reviewed and approved the proposed Resolution.

 

CAO RECOMMENDATION

Chief Administrative Office concurs with staffs recommendation.

 

FINANCIAL IMPACT

The County has not contributed any funding for the creation of this plan as the LTUSD and TMPO/TRPA providing funding for this plan. Approval of the Resolution and adoption of the Plan by the Board does not commit the County to spend any money or implement any future projects. Any potential project included in the Plan that might be implemented would come before the Board for approval at a later date.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) The Clerk of the Board will have the Resolution recorded upon full execution and signature of two (2) originals by the Chair, and

2) The Clerk of the Board will provide two (2) certified copies of the fully executed Resolution to John Kahling at Transportation’s Headington Engineering Unit.
