DEPARTMENT RECOMMENDATION

The Community Development Agency, Transportation Division is recommending Board approval of the road closures to provide for the safety of participants, volunteers and spectators along the course, and to assist in the success of this community event.  Other involved agencies have made no objections to this closure.

 

DISCUSSION / BACKGROUND

The “2016 Great Scott! Road Bike & Walk Event” (Event) is the 6th year for this event which is jointly sponsored by County of Sacramento, City of Folsom, City of Rancho Cordova and El Dorado County.  The Sacramento Area Council of Governments is also participating this year and this event will kick off their regional “2016 May is Bike Month” promotion. The other agencies are closing portions of Scott Road, White Rock Road and Placerville Road in Sacramento County to provide a total of 30 miles for the event. These closures will provide bicyclists and pedestrians with an opportunity to travel on stretches of road with no through motor vehicle traffic that have rolling hills and impressive views of the Sierra Nevada mountains.  The Event will be held on Sunday, May 1, 2016, between 8:00 a.m. and 2:00 p.m.  Participants can enter and exit at any entrance.

 

In El Dorado County, White Rock Road will be closed from the Sacramento/El Dorado County line to Carson Crossing Road.  New this year is the closure of South Shingle Road from the Sacramento/El Dorado County line (approximately Michigan Bar Road) to Settler Trail to provide a mountain bike route which will start at the Deer Creek Hills Preserve and end in El Dorado County. 

 

El Dorado County has been participating in this event for the past several years and while there is no “sponsoring agency” that provides liability insurance or takes overall responsibility for the event, all of the participating agencies are self-insured.

 

The in-kind services cost estimate for the Event is approximately $1,500 which includes two maintenance staff for six hours each, vehicle usage for five hours, and 168 hours of Changeable Message Sign (CMS) usage.  Staff cost estimate is based on use of two Highway Maintenance Supervisors and may be less depending on who is assigned to the event.  CMS cost estimate includes programming and setup plus seven day placement of CMS for advanced notice of road closure.  The Sheriff’s Star Volunteers will staff the White Rock Road closure, thereby reducing total in-kind costs to the County.

 

ALTERNATIVES

While the organizing committee has not specifically discussed an alternative if the Board does not approve the road closures, the most likely alternative would be for either Sacramento County or the City of Folsom to close the affected roads at the Sacramento County line.

FINANCIAL IMPACT

No change to Net County Cost. In-kind contributions of staff time, County vehicles and CMS usage will be provided for the event.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1. The Clerk of the Board will obtain the Chair’s signature on two (2) originals of the Resolution.

2. The Clerk of the Board will send one (1) fully executed copy of the Resolution to the Community Development Agency, Transportation Division, Andrew Gaber.
