Health and Human Services Agency, Mental Health Division, recommending the Board:
1) Approve and authorize the Chair to sign Agreement for Services 011-S1711 with Mental Health Management I, Inc. doing business as Canyon Manor, for the provision of residential treatment in a Mental Health Rehabilitation Center, for the term July 1, 2016 through June 30, 2019, on an as needed basis, with a maximum contractual obligation of $337,500; and
2) Authorize the Purchasing Agent, or designee, to execute further documents relating to Agreement for Services 011-S1711, including future amendments which do not increase the maximum dollar amount or term of the Agreement, and contingent upon approval by County Counsel and Risk Management.

DEPARTMENT RECOMMENDATION
Health and Human Services Agency (HHSA) recommending the Board approve and authorize the Chair to sign Agreement for Services 011-S1711 with Mental Health Management I, Inc. doing business as Canyon Manor for the provision of residential treatment services in a Mental Health Rehabilitation Center (MHRC), for the term July 1, 2016 through June 30, 2019 with a maximum contractual obligation of $337,500. Approval of this Agreement will permit HHSA to maintain continuity of care for clients currently receiving treatment from this vendor, as well as enable HHSA to continue to meet the service demands in the community for MHRC services.
Additionally, HHSA has determined that services provided pursuant to this Agreement 011-S1711 satisfy the criteria defined in Chapter 3.13, Section 3.13.030 of the County Ordinance in that the Contractor provides facilities and professional services that may not be feasibly provided by the County.
DISCUSSION / BACKGROUND
HHSA, on behalf of the County, contracts with the State to serve as the Mental Health Plan (MHP) for the County. As a result of a shortage of residential beds throughout the State, HHSA, as the MHP, contracts with as many long-term residential treatment and inpatient psychiatric hospital facilities as possible in order to ensure capacity and availability of services on an “as needed” basis, in accordance with Title 9, California Code of Regulations Sections 1700-1799.
Mental Health Management I, dba Canyon Manor is licensed as a MHRC by the State of California to provide twenty-four (24) hour intensive support and rehabilitation services designed to assist clients 18 years or older with mental disorders, who would otherwise be placed in a state hospital or another mental health facility, to develop skills to become self-sufficient and capable of increasing levels of independent functioning. HHSA does not have long-term residential facilities and must contract for these services. Services are provided on an “as requested” basis. HHSA has contracted with Mental Health Management I, dba Canyon Manor since June 1, 2013.
ALTERNATIVES
Disapproval of this Agreement would limit the County’s access to services and diminish the County’s ability to provide services required as the MHP.

FINANCIAL IMPACT
There is no Net County Cost associated with this Agenda item. Sufficient appropriations are included in the Fiscal Year 2016-17 budget, and will be included in future budgets for the term of the Agreement.
