Reason for recommendation:  At the request of the Mental Health Department, the Procurement and Contracts Division issued a Request for Proposal for MHSA Family-Centered Services Program for both the Western Slope and the South Lake Tahoe regions.  The qualified respondents are New Morning Youth and Family Services, Inc. of Placerville, CA for the Western Slope region and Tahoe Youth and Family Services of South Lake Tahoe, CA for the South Lake Tahoe region.
 
The Mental Health Department is currently in negotiations with New Morning Youth & Family Services, Inc. to finalize their agreement for the Western Slope services, however, the agreement with Tahoe Youth and Family Services for the SLT Region has been finalized and is therefore being brought before your Board at this time for award, approval and authorization for the Purchasing Agent to execute.  Procurement and Contracts will return to your Board for award of the RFP for Western Slope services at a later date.
 
In November 2004, California voters passed Proposition 63, the Mental Health Services Act (MHSA), to expand funding for a comprehensive, community-based mental health system for seriously mentally ill individuals.  The MHSA requires that five elements be included in any MHSA expansion proposal: 1) community collaboration; 2) cultural competence; 3)client/family driven services; 4) wellness and recovery focus, and 5) integrated services.
 
For the Western Slope region this program will build upon El Dorado County's existing Wraparound Services Program by extending services to the uninsured or under-insured population of youth at risk of out-of-home placement.  This focus on youth still at home is different than the existing Wraparound Program which serves youth already placed, or at risk of placement in high level group homes.  However, the treatment model is the same.
 
There are no existing resources for Wraparound Services upon which to build in the South Lake Tahoe region.  Therefore, funding will be made available to hire and train staff to operate a Family-Centered Services Program based on the Wraparound model.  The goal for the South Lake Tahoe Team is to first serve the MHSA target population and, once the Family-Centered Services Program is established, to leverage resources to serve the Medi-Cal population of children within the child welfare and probation systems who cannot be served by the MHSA Wraparound program.
 
Your Board is being asked to make findings that it is more economical and feasible to obtain an outside contractor to furnish these services since the County does not have the facilities and/or staffing required.
 
Forty-three (43) Request for Proposals were mailed; thirty-three (33) to local vendors.  Two (2) qualified responses were received, both from local vendors.  After review and evaluation of the proposal criteria, the Mental Health Department has determined that the New Morning Youth & Family Services, Inc. proposal was the qualified respondent for the Western Slope services; and the Tahoe Youth and Family Services proposal was the qualified respondent for the SLT Region.  The proposals were evaluated on the basis of project summary; agency background information and direct services provided; program design; projected program objectives, activities, and time schedule; client data tracking; and program budget.
 
The County officer or employee with responsibility for administering this Agreement is Tom Michaelson, Department Analyst, Mental Health Department, or successor.
 
A draft copy of Agreement #181-S0711 is on file with the Board Clerk's Office.
 
Fiscal Impact/Change to Net County Cost:  Procurement and Contracts has been advised that funding is available within the Mental Health Department's budget (MHSA Fund).
 
Action to be taken following Board approval:  Following Board approval, the Procurement and Contracts Division will process an agreement for SLT Region services with Tahoe Youth and Family Services effective upon execution, to expire June 30, 2008, in an amount not to exceed $392,565.00.
