DEPARTMENT RECOMMENDATION

Parks Division recommends the Board approve and authorize the Chair to sign Agreement No.438-S1611 with Whitney Environmental Consulting, Inc., doing business as Foothill Associates, for a term effective upon execution by both parties and to expire effective one year thereafter, in an amount not to exceed $76,795 to provide services that concentrate on the studies needed to address mitigation measures related to biological, wetland, and cultural resources within or adjacent to the Sacramento Placerville Transportation Corridor (SPTC) associated with implementing and maintaining the natural trail, contingent on County Counsel and Risk Management approval.

 

DISCUSSION / BACKGROUND

The SPTC Master Plan and associated programmatic Environmental Impact Report (EIR) were prepared over a period of five years from 1998 to 2003. In February 2003, the El Dorado County Board of Supervisors found that the EIR had adequately examined all proposed trail uses throughout the entire length of the SPTC at a programmatic level. The approved SPTC Master Plan included the SPTC Master Plan Mitigation Monitoring Program (MMP) which summarized the EIR mitigation measures and determined responsibility for implementing the measures.

 

Due to the programmatic nature of the EIR, as SPTC projects are proposed for implementation, their scope needs to be compared against the EIR to see if all impacts have been addressed. If not, additional CEQA analysis is required and may potentially be tiered off the SPTC EIR. As any project is implemented, the applicable mitigation measures from the MMP are to be implemented by the responsible entity.

 

The SPTC Master Plan EIR identifies a number of natural and cultural resources with the potential to occur within or adjacent to the corridor. Activities associated with implementing and maintaining the natural trail are subject to the mitigation measures identified in the adopted MMP to limit impacts on these resources. This scope provides for the studies needed to address these mitigation measures related to biological, wetland, and cultural resources.

 

The Sacramento Placerville Transportation Corridor (SPTC) in El Dorado County is located between Missouri Flat Road (MP 144.9) to the east and the Sacramento/El Dorado County boundary (MP 119.4) to the west. The corridor is approximately 25.5 miles long.  The scope of services for this agreement addresses approximately 16.1 miles of the corridor ommiting the portion from Latrobe Road to the Sacramento/El Dorado County, which studies have already been completed for the SPTC-JPA and similar services that are anticipated for the approximately 2.6 mile segment from Missouri Flat Road to El Dorado Road as part of the project to implement a Class I trail in that location.

FINANCIAL IMPACT

Sufficient funding has been budgeted for in the FY 2015-16 Accumulative Capital Outlay fund.  There is no change in Net County Cost.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

Following Board approval, the Board Clerk will return one fully executed original of the Agreement to Procurement and Contracts for distribution and administration.
