Title: Health and Human Services Agency, Public Health Division, recommending the Board: 1) Approve and authorize the Chair to sign Agreement for Services 408-S1611 with Healthy Communities Institute, for the continued provision of and technical support for the “Well Dorado” (www.welldorado.org) web-based platform, with an initial term of June 18, 2016 through September 30, 2019 and automatically renews for successive one-year terms in perpetuity, and with an annual not-to-exceed amount of $30,500 for the first three years of the term. DEPARTMENT RECOMMENDATION

Health and Human Services Agency (HHSA) recommends the Board approve the renewal agreement with Healthy Communities Institute.  Healthy Communities Institute provides technical support for HHSA’s website, “Well Dorado” (www.welldorado.org).  This website allows users, both internal and external to HHSA, to access data on a variety of health and community-related data, share best practices, and access community calendars for health-related events.  The website also is an integral part of the Public Health Accreditation process.

 

Additionally, HHSA has determined, in accordance with County Ordinance Section 3.13.030, it is more economical and feasible to engage an independent contractor for the provision of web support and technical services because the Contractor owns and provides the web platform.   

 

DISCUSSION / BACKGROUND

On March 10, 2015, the Board of Supervisors formally approved HHSA’s Public Health Division’s pursuit of national public health accreditation (File 14-0581, Item 3).  National public health department accreditation standards address a range of core public health programs and activities, including but not limited to health education, health promotion, and community health.  Accreditation provides a framework for health departments to identify performance improvement opportunities, to improve management, develop leadership, and improve relationships with the community.  Accreditation measures the health department’s performance against a set of nationally recognized, practice-focused and evidence-based standards.  The accreditation process seeks to advance quality, performance, value, and accountability to stakeholders.  The Well Dorado website is an integral part of the Public Health Accreditation process.

 

The Well Dorado website was designed to provide information on core public health indicators, as well as to empower individuals by giving them access to information on a range of core public health indicators, including health education, health promotion, community demographics, best promising practices, and community health events.  The website supports HHSA, community partners, foundations, and other partnership-based initiatives in separate and collective efforts to improve the sustainability of health and environment in El Dorado County.  Recently, data from the Well Dorado website was used to drive the conversation related to HHSA service integration. Resources available on the website continue to facilitate and encourage sharing of best practices, and provide a virtual space for collaboration, thereby promoting the national public health accreditation standards.

 

HHSA contracted with Healthy Communities Institute during Fiscal Year (FY) 2015/16 for development and customization of the Well Dorado website.  Renewal of the agreement with Healthy Communities Institute will continue to permit HHSA to provide the website to the community and will continue to support HHSA in one of its public health accreditation goals. 

 

ALTERNATIVES

Disapproval of Agreement for Services 408-S1611 will result in termination of the Well Dorado website.

CAO RECOMMENDATION

It is recommended that the Board approve this item. 

 

FINANCIAL IMPACT

There is no Net County Cost associated with this Agenda item.  Sufficient appropriations were included in the Department's FY 2016/17 requested budget, and will be included in future budgets for the term of the Agreement.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) Clerk of the Board to obtain signature of Chair on two (2) original Agreements for Services 408-S1611.

2) Clerk of the Board to return two (2) fully executed Agreements to HHSA Contracts Unit at 3057 Briw Road.
