Health and Human Services Agency, recommending the Board:
1) Approve the boilerplate Los Rios Community College District Unpaid Internship Agreement for use on an “as requested” basis in order to allow eligible Los Rios Community College District participants with the opportunity to gain unpaid work experience to improve their employability in the open job market; and
2) Adopt and authorize the Chair to sign Resolution 077-2016, which authorizes the Health and Human Services Agency Director, or designee, to execute Los Rios Community College District Unpaid Internship boilerplate agreement.

DEPARTMENT RECOMMENDATION:
Health and Human Services Agency (HHSA) recommending adoption and approval of a resolution to authorize the HHSA Director, or designee, to execute Los Rios Community College District Unpaid Internship boilerplate agreements with Los Rios Community College District participant(s)/student(s). Adoption of the resolution and approval of the boilerplate agreements will permit HHSA to offer unpaid work-learn experience to cooperatively train a student in a job related to a specific major or course of study.
DISCUSSION / BACKGROUND
Los Rios Community College District is the second-largest community college district in California. Los Rios includes: American River College, Cosumnes River College, Folsom Lake College, and Sacramento City College. Los Rios offers more than 70 different career fields with specialized workforce and economic development programs for business, government and organizations throughout the region. HHSA desires to enter into multiple agreements with Los Rios Community College District to provide unpaid work-learn experience to cooperatively train a student in a job related to a specific major or course of study.
HHSA frequently receives requests to provide work experience for students; however, the requests often occur at the onset of a college semester or quarter and the student needs a specified number of hours of experience. Development and processing of an agreement to provide work experience is a lengthy process and often impacts the available time for the student to participate in the internship. Approval of the boilerplate agreement, and adoption of the Resolution authorizing the HHSA Director, or designee, to execute the boilerplate agreement will expedite processing, thereby leaving sufficient time available for the student to benefit from the work experience.
The Los Rios Community College District agreement includes an addendum approved by County Counsel, which incorporates standard County language in accordance with County Charter Section 602 "Contract Administration."
ALTERNATIVES
Disapproval of this Resolution and the Los Rios Community College District Unpaid Internship boilerplate will impact HHSA’s ability to offer internships to Los Rios Community College District students.
If authority is not given to the HHSA Director, or designee, to execute these non-financial agreements, HHSA will be required to obtain the Chief Administrative Officer's signature, resulting in delays for the Los Rios Community College District participant/student.
