Public Health Department requesting authorization to apply for First Five Mini-Grant Funding to support a multiple agency proposal promoting bicycle helmet safety on the Western Slope of El Dorado County.

Background:   The City of Placerville Parks and Recreation Department (CPPRD), the Placerville Police Department STAR program (PPD-STARS), the TRAILS NOW Association, the Golden Spoke Bike Shop, the Placerville Bike Shop and the El Dorado County Public Health Department (EDCPHD) are interested in partnering to improve bicycle safety conditions for children on the Western Slope of El Dorado County by providing easy access to bicycle helmets and the proper fitting of helmets.
   
EDCPHD will serve as the fiscal agent and contractor for the First 5 Mini-Grant.  CPPRD and EDCPHD will jointly provide oversight and direction for the activities outlined in this proposal.
 
Reason for Recommendation:  This proposal takes a multi-agency, collaborative approach at promoting bicycle helmet safety for children and their families by focusing on education, prevention, and enforcement on El Dorado County's bicycle paths.  It is well documented that by taking simple precautions, almost all (90 percent) of bicycle injuries can be avoided.
 
Fiscal Impact/Change to Net County Cost:  This proposal would provide $7,500 to implement this project: $4,000 for children's bicycle helmets; $1,000 for signage and hardware for bicycle paths; $1,250 for educational materials; and $1,250 for printing costs associated with posters, flyers, etc. There would be no net County cost.
 
Action to be taken following Board approval:  Department to prepare and submit application, and all supporting documentation, to First Five for Mini-Grant funding; Department to return to Board for approval and signature authority of First 5 Mini-Grant Agreement.
