Body
Background:  The Public Health Department receives funding through a multi-year Agreement with the State to provide alcohol and drug treatment and prevention services.  At various times during the year changes are made by the State to the County's allocation.
 
Reason for Recommendation:  The attached Amendment was received retroactively on July 27th from the State for changes to the County FY 05-06 allocations and is a result of a permanent ongoing reduction of $2.412 million to the State allocation which in turn reduces the Substance Abuse Prevention and Treatment (SAPT) Block Grant funding to all counties.  This Amendment reflects a total decrease of $48,161 to El Dorado County funding, which includes a $38,420 decrease in Perinatal Drug Medi-Cal services for FY05/06.
 
Fiscal Impact/Change to Net County Cost:   A $48,161 decrease to Alcohol/Drug Treatment funding for FY05/06 services.  The decrease in the allocation was utilized in the salaries and benefits savings during fiscal year 05/06.  The decrease to Perinatal Drug Medi-Cal services allocation was to match the actual entitlement services rendered for County fiscal year 05/06.  There is no Net County Cost.
 
Action to be taken following Board approval:  
1.   Chairman to sign the attached State Amendment (three copies);
2.   Board Clerk's Office to forward three copies of Amendment to Public Health;
3.   Department to forward Amendment to State for final execution.
4.   Department to provide fully executed copy to Boards Clerk upon receipt.
