Agriculture, Weights and Measures Department recommending Chairman be authorized to sign retroactive Agreement 06-0484 with the California Department of Food and Agriculture compensating El Dorado County in the amount of $90,292 for the term July 1, 2006 through June 30, 2007 for the provision of services for the survey, inspection and treatment of the Glassy-winged Sharpshooter in El Dorado County.
RECOMMENDED ACTION: Approve.

Body
Background: The Department of Agriculture, Weights & Measures under this
agreement is reimbursed by CDFA for implementing an intergovernmental,
coordinated state and community -wide plan to provide detection and
delimitation of the glassy-winged sharpshooter (GWSS) in El Dorado
County and suppress or eradicate any population as rapidly as possible.
The GWSS is a very serious pest that transmits Pierce's Disease to grape
vines. Pierce's disease has the potential to completely destroy El Dorado
County's multimillion dollar wine grape industry. Under the terms of this
agreement, El Dorado County Agricultural Department will act as the lead
agency for the Pierce Disease Control Program (PDCP) and CDFA will
work in cooperation with the State PDCP Science Advisory Panel, officials
in affected counties, and other interested parties in implementing this work
plan. The CDFA will provide biological control program guidance and
support to the county to implement this work plan.

Reason for Delay: Department did not receive the Agreement from CDFA
until September 12, 2006

Fiscal Impact/Change to Net County Cost: The funding for this program is
included in the adopted FY 2006/2007 budget. This contract will not change
the Department's net county cost.

Action to be taken following Board approval:
1) Board Chairman signs 1st and additional single page of CDFA
Agreement #06-0484.
2) Board Clerk provides Department one (1) copy of Minute Order,
as required by CDFA.
