Fiscal Impact/Change to Net County Cost: This request is to authorize the Department to engage in negotiations with Fresno County for the delivery of these services to the Department's Public Health Laboratory. Compensation terms of any resulting agreement will be based upon rates set by the Fresno County Board of Supervisors. There is no net County cost.
Background: The County's Sheriff and Probation Departments, along with Public Health, share a need for toxicology/DOA confirmatory testing, but the County's Public Health Lab does not posess the resources to conduct such testing internally. These tests are used to detect the presence of illegal or contraband substances within County inmates, individuals on probation, as well as private citizens who require such testing services by the County's Public Health Lab. Through his job in another county, the El Dorado County Public Health Lab Director has successfully contracted with Fresno County for Toxicology/DOA confirmatory testing through the Fresno County Public Health Laboratory and Human Services Division, and the Department strongly believes this to be the best alternative to meet the County's multi-departmental need for this service.
Reason for Recommendation: Fresno County Public Health Laboratory has represented to El Dorado County that it is specially trained, experienced, expert and competent to perform the special services required. Additionally, the El Dorado County Public Health Laboratory Director while employed in another county has successfully contracted with Fresno County for Toxicology/DOA confirmatory testing through the Fresno County Public Health Laboratory and Human Services Division.
