REASON FOR RECOMMENDATION:  At the request of General Services, Facilities Management Division, the Procurement and Contracts Division issued a Request for Qualifications and Statement of Interest (RFQ) for the purpose of hiring a firm to provide schematic, design and construction plans, specifications, cost estimates, and contract administration for the Sheriff's Office Placerville Jail expansion project.
 
Forty-One (41) Requests for Qualifications and Statements of Interest were mailed; none to local vendors; four (4) responses were received; none from local vendors.
 
An evaluation committee comprised of panelist representing the Sheriff's Office and the General Services Department reviewed responses on the basis of technical qualifications, consultant profile, references, experience with similar projects, understanding of the goals of El Dorado County, and the ability to undertake and complete the work on time and within budget.  
 
After careful review of the responses, the evaluation committee developed a short list of the top three most qualified firms to schedule interviews.  Interviews consisted of specific inquiries as to each firms jail expansion experience, familiarity with the location and topography, design approach, availability for design/construction coordination, familiarity with County and State processes and regulations, and ability to work well with Sheriff's personnel and General Services' project management staff.
 
Nacht & Lewis Architects of Sacramento, California was selected as the successful firm whose responses best meets the needs for the County.
 
Your Board is being asked to authorize the General Services Department to negotiate and bring back to your Board for final approval and Chair signature a contracts for the needed architectural design services.
 
FISCAL IMPACT/CHANGE TO NET COUNTY COST:  Procurement and Contracts has been advised that funding is available within the General Services Department's Capital Improvement Projects for the 2006/2007 fiscal year/General Fund.
 
ACTION TO BE TAKEN FOLLOWING APPROVAL:  Following Board approval, General Services will negotiate a contract with Nacht & Lewis Architects, the Procurement and Contracts division will process an agreement same, and upon County Counsel and Risk management review and approval, General Services will bring back to your Board a contract for final approval and execution by the Chair.
