Fiscal Impact/Change to Net County Cost: Funding in the amount of $5,678.57 is available through savings in Department 15 (General Fund).
 
Background:
On May 9, 2006, the Board of Supervisors approved a Memorandum of Understanding with the City of South Lake Tahoe (City) concerning the South Lake Tahoe Recreation Area, an existing site of approximately 56 acres owned by the County and City.  The MOU calls for the two jurisdictions to work cooperatively on a process that will result in a preliminary assessment of the recreation area.
 
Reason for Recommendation:
The City, County, CTC, and LTVA held a design charette on October 4 - 6 for the purpose of selecting the best design professionals using a community-based selection process.  At the charette, four internationally acclaimed design groups participated in a three-day design competition, bringing a range of professional expertise together to collaborate and create effective solutions for this project. The public attended and participated in this three-day process. The competition resulted in the selection of a planning and design team (Royston, Hanamoto, Alley and Abbey) to work with the community, the City, and the County over the next 12 to 18 months to develop plans for improvements to this important public area.  
 
Due to the success of the charette, the CTC staff will recommend the award of a planning grant totaling $698,750 1 at its December meeting.  In order for the City to accept the planning grant, the County and City need to enter into a cooperative agreement that establishes the framework for how the next phase in planning for this project will be conducted.  The South Lake Tahoe City Council approved this agreement at its November 28 meeting.
 
The proposed MOU between the County and the LTVA will allow the County to pay the LTVA for services rendered in support of the charette.
 
Action to be taken following Board approval:
Following the Chairman's execution of the MOU, CAO staff will process payment to LTVA.

1 This amount includes the $25,000 planning grant mentioned in the November 14 (Item 36) agenda transmittal concerning this project.  The $25,000 has not been spent on any planning efforts to date.
