Title: Probation Department recommending the Chairman be authorized to sign Amendment 2 to Agreement 565-S0611 with Redwood Toxicology Laboratory, Inc. extending the term through March 9, 2008 and increasing the total amount to $150,000.00 for a two (2) year term to detect the use of illicit drugs and alcohol on an "as requested" basis for the Probation and Sheriff's Departments. RECOMMENDED ACTION: Approve. FUNDING: Probation budget for FY 06/07 includes $65,000.00 and the proposed budget for FY 07/08 will include $80,000.00. The Sheriff's Department will contribute the remaining $5,000.

Fiscal Impact/Change to Net County Cost:
Funds are budgeted in the Probation Department Professional and Specialized Services; and budgeted in various programs within the Sheriff's Department. No change to Net County Cost.

Reason for Recommendation:
Extend the current agreement # 565-S0611 through March 9, 2008 and increase the not to exceed amount to $150,000 for the two year term in response to increased testing to meet court orders and Prop 36 mandates.

Redwood Toxicology has agreed to perform urine drug screen tests on specimens. Each sample is tested for the presence of amphetamines, opiates, barbiturates, cocaine, benzodiazepines, creatinine, alcohol and THC. All samples shall be tested and test results transmitted to the County within 48 hours of their receipt by Consultant. Redwood Toxicology laboratory, Inc. has access to the necessary lab facilities, is able to procure the related equipment and pay salary and benefits of licensed lab facilities, is able to provide the urine testing results for juveniles and adult offenders for the Probation Department and the Sheriff's Department.
