This Amendment will be funded through various Lake Tahoe Erosion Control Grants.  There is no cost to the County General Fund.
 
Reason for Recommendation:  
 
On January 25, 2005, the Board approved AGMT # 04-754 with David Ford Consulting Engineers, Inc. for hydrology and hydraulic engineering services.  In December 2005, the Department amended AGMT # 04-754 to extend the expiration date to January 25, 2007 and to include a revised fee schedule.  The Department originally selected David Ford Consulting Engineers, Inc. for this Agreement because, having worked on the development of the County Drainage Manual in 1995, this firm is uniquely qualified to provide the requisite analyses and recommendations to the Department under the scope of services in this Agreement.  With this Amendment being extended for three years, David Ford Consulting Engineers, Inc. will continue to provide specialty hydrology and hydraulic (H & H) engineering services specific to the Lake Tahoe Basin that are currently unavailable within the County.  These services include preliminary and final analyses and recommendations, calculations and reports, alternatives and cost analyses, and other miscellaneous engineering services related to H & H engineering.  This Amendment does not include design related engineering services associated with H & H engineering.  
 
The Lake Tahoe Basin Storm Water Quality Improvement Committee's (Committee) work program is on-going and includes a multi year, multi phase development of a Basin-wide H & H procedures manual.  The Committee is working with the U.S. Army Corps of Engineers (ACE) to develop this procedures manual which will be delivered in three separate phases. The delayed completion of phase one has delayed the start of phase two.  The ACE is funding their own efforts and therefore, the review and completion of such phases can be delayed due to ACE funding constraints.  Each agency involved in the delivery of storm water quality improvement projects is involved in the development and review of the work produced by the ACE, including El Dorado County.  
 
The County does not have engineers with the qualifications required to perform these types of specialized services.
 
The El Dorado County Employees Association, Local #1, has been informed of this proposed Amendment.
 
Action to be taken following Board approval:
 
1)      The Board Chairman will sign the two originals of Amendment II to AGMT # 04-754 with       David Ford Consulting Engineers, Inc.
 
2)      Upon receipt, the Department will forward the fully-executed Amendment to David Ford       Consulting Engineers, Inc. and retain a copy for its files.
