Background: The Legislature established the Corrections Standards Authority (CSA) to provide leadership and coordination in California's local corrections. The CSA sets minimum standards for the management and operation of local adult and juvenile detention facilities. The CSA is responsible for establishing selection and training standards for local Adult and Juvenile Corrections Officers and Probation Officers. From the time of program inception, through the 2002/2003 fiscal year, CSA provided subvention funds to aid counties and cities in meeting these standards. Subvention funds to assist local agencies with the cost of training were discontinued in the 2003/2004 fiscal year. Funding has been reinstated for fiscal year 2006/2007.

Reason for Recommendation: The additional revenue provided by Standards and Training for Corrections (STC) funds administered by Corrections Standards Authority (CSA), will be used for expenditures for training within the Sheriff's Office and approved via our Annual Training Plan for FY06/07 filed and approved pursuant to Title 15, Division 1, Chapter 1, Subchapter 1, Article 7, Section 297, California Code of Regulations.

Action to be taken following Board approval: The Board Chairman will sign the attached Budget Transfer.
