Fiscal Impact/Change to Net County Cost:

There is no fiscal impact associated with this item. There is no cost to the County General Fund.

Background:
The Department initiated the Christmas Valley Erosion Control Project to address water quality concerns in the Christmas Valley area in 2001 (EIP # 708, 709 and 190). During the assessment of the area in 2002, it was apparent that the Christmas Valley Project area needed to be separated into two distinct Project Phases. The first Phase (EIP # 709), which is known as the Grass Lake Road area, is considered a low-density residential rural subdivision, with major Upper Truckee River tributaries (Grass Lake Creek and Big Meadow Creek) (See attached Figure A). The second Phase (EIP # 708 and #190) is also considered a low-density residential area along Highway 89 in the southern end of the basin, south of Meyers, but with the Department and Caltrans maintenance yards and various commercial and minor industrial land uses. This request only pertains to Phase 1.

Reason for Recommendation:
Phase 1 of the Project includes the Grass Lake Road area which consists of Grass Lake Road, Grass Lake Way, and Portal Drive and is bounded by State Highway 89 to the east and Upper Truckee River to the west. The Project consists of the construction of erosion control/water quality improvements along with improvements to enhance the SEZ in the Project area.
