Recommended Action:  The Planning Commission recommends the Board take the following action.  1.  Adopt the negative declaration, as prepared; 2.  Approve Z05-0020 rezoning Assessor's Parcel Number 117-085-10 from Research and Development-Design Control (R&D-DC) to Research and Development-Planned Development (R&D-PD) based on the findings listed on Attachment 1; and 3.  Approve PD05-0017/P05-0019, adopting the development plan as the official development plan, based on the findings listed on Attachment 1, subject to the conditions listed on Attachment 2.
 
Background: These applications were considered by the Planning Commission on December 28, 2006, and unanimously recommended for approval.  There were no new significant issues discussed other than those in the staff report.
