Supervisor Baumann recommending discussion regarding the possibility of expanding of the El Dorado-Folsom Joint Powers Authority  to include the City of Rancho Cordova.

In 1991 El Dorado County and the City of Folsom entered into a Joint Powers Agreement established to provide the County and City with a mechanism to work together on planning, infrastructure, and transportation issues that are of mutual interest.
 
In 2005, the two jurisdictions began participating in multi-jurisdictional efforts, such as the U.S. 50 Mobility Partnership and the White Rock/Grant Line connector.  Through this effort, it became apparent that the City of Rancho Cordova shares the El Dorado County-Folsom JPA's mutual interest in coordinating planning, infrastructure, and transportation efforts.
 
The three jurisdictions also share mutual economic development interests.  Last summer, the chambers of commerce within the three jurisdictions unveiled the "Fabulous 50" marketing campaign for the U.S. 50 corridor.  The three jurisdictions will need to jointly participate in such economic development activities in order to develop and monitor regional goals and desired outcomes while supporting each jurisdiction's local initiatives.
 
In light of the emerging economic development opportunities and the continuing need for collaboration between the three neighboring jurisdictions, Supervisor Baumann requests the Board approve the expansion of the El Dorado County-Folsom JPA to include the City of Rancho Cordova.
