Fiscal Impact/Change to Net County Cost:

There is no Fiscal Impact associated with this item.  There is no cost to the County General Fund.

 

Funding for this Project will be from the California Tahoe Conservancy (CTC) and Tahoe Regional Planning Agency (TRPA) Air Quality Mitigation Funds.

 

Background:

On June 20, 2006, your Board approved the Project's Plans and Specifications and authorized the Department to advertise for construction bids, with the bid opening scheduled for June 30, 2006.  Following a 10-day bidding period, the Department received no bid proposals for the Project.

 

Reason for Recommendation:

The Sawmill Phase 1A Bike Trail Project (Project) area is located in eastern El Dorado County, in the Tahoe Basin, along the Highway 50 corridor near the Town of Meyers.  The Phase 1A alignment of the bike path runs along the west side of Highway 50 from Santa Fe Drive to the entrance of the Lake Tahoe Golf Course with a spur connection from Arapahoe Drive. (See attached Figure A).

 

The improvements consist of constructing a Class I AC bicycle path, Class I boardwalk decking for the small portion of the trail, sediment trap, mulch, revegetation, grass line channels, rock lined channels, culverts, rock slope protection, and crossing treatments.  A majority of the work will be performed within the Caltrans State Highway 89 Right-of-Way with additional work performed within the County Right-of-Way, on a CTC parcel, and within the boundary of a California State Park.  No private acquisitions were necessary for this phase of the Project.

 

1)  Construction Must be Performed by an Independent Contractor:

The Engineer’s construction cost estimate is $1,351,434.  Because Project construction costs exceed $35,000, the California Public Contract Code requires the use of a competitive bid contract.

 

2)  Approve the Plans & Contract Documents; Authorize the Board Chairman to Sign the Plans:

In order to complete the construction of the Project during this construction season, the Department requests the Board approve the Plans and Contract Documents and authorize the Chairman to sign the Plans.  The Plans, Contract Documents, and Plan Cover Sheet for the Board Chairman’s signature are filed with the Board Clerk.  Because of the large volume of the Plans and Contract Documents, the Department has elected not to include these documents in the agenda packet.

 

3)  Authorize Advertisement for Construction Bids:

At the May 21, 1996 Board meeting, your Board authorized the Department to advertise for erosion control construction bids with bid openings at the Department's Tahoe Engineering Division (TED) office until such time as your Board rescinds said authorization.  While the primary objective of this Project is to provide recreational access and improving air quality, the Project is a Lake Tahoe Environmental Improvement Program (EIP) project and is consistent with the Department's objectives related to improving and restoring the Lake Tahoe environment.  Therefore, the Department is seeking your Board's permission to advertise for Project construction bids with the bids to be opened at the TED office at 924B Emerald Bay Road in South Lake Tahoe on Friday, April 27, 2007.

 

The Department will proceed with the bid process and return to your Board for consideration to award the construction contract, pursuant to the Department’s recommendation.  The Department anticipates scheduling the construction contract award for the May 15, 2007 Board meeting.

 

Action to be taken following Board approval:

1) Board Clerk will obtain Chairman's signature on the plans and return them to the Department.

 

2) Upon approval, the Department will advertise for construction bids and open bids on April 27, 2007 at the Tahoe Engineering Division office at 924 B Emerald Bay Road in South Lake Tahoe.

 

3)The Department will forward a recommendation of award for your Board’s consideration under a separate agenda item, anticipated for the May 15, 2007 Board meeting.
