Title

Chief Administrative Office, Parks Division, and the Library Department recommending the Board:
1) Receive and file a presentation on the Sacramento Placerville Transportation Corridor;

2) Parks Division recommending the Board take action on the following items on the Sacramento Placerville Transportation Corridor (SPTC):

a) Approve the updated Railroad History Center and Park Plan;

b) Approve and authorize the Chairman to sign Memorandum of Understanding 220-M1610 between the El Dorado Western Railway Foundation and the El Dorado County Museum;

c) Make a determination that the El Dorado Western Railway Foundation provides a public benefit;

d) Direct staff to prepare and return with a standard five year lease for parcel 90-040-031-10 with the El Dorado Western Railway Foundation for use by the El Dorado Western Railroad program and waive the lease fees; and

e) Designate the County Museum Administrator as the manager of the Railroad operating corridor of the SPTC from the western County Line to the west edge of Missouri Flat Road in Diamond Springs, responsible for the operation, maintenance and preservation of the railroad, and for ensuring compliance with all federal, state and local rail safety rules and regulations.

DEPARTMENT RECOMMENDATION

Chief Administrative Office, Parks Division and Library, recommending the Board receive and file a presentation on the Sacramento Placerville Transportation Corridor (SPTC) and take action on related items.

 

DISCUSSION / BACKGROUND

There are many issues and question surrounding the SPTC.  The intent of this presentation is to provide background on the corridor history, current use, future use, and issues that have caused confusion on the corridor.  Presentations will be made by the SPTC JPA, Museum staff, Parks staff and various user groups in an effort to provide the board with all the background information needed to make sound decisions.

 

There are several attachments included for consideration:

Attachment A - Parks staff report including; History of the JPA formation, Reciprocal Use and Funding Agreement (RUFA) and reversionary rights; previous Board actions;  and staff recommendations.

Attachment B - A history of Board actions related to the SPTC from 2007 through 2016, including dates, Legistar file numbers, title of the item and Board motions and actions.

Attachment C - Museum staff report including the history of the El Dorado Western Railroad program; El Dorado Western Railway Foundation and staff recommendations.

Attachment D - Museum power point presentation

Attachment E - Memo with Staff recommendations regarding excursion runs from the Placerville & Sacramento Valley Rail Road (PSVRR)

FINANCIAL IMPACT

Waiving the lease fees for the El Dorado Western Railway Foundation will result in a decrease in faclities revenues of approximately $8,429 annually.
