Reason for Recommendation:
The District Attorney wishes to appoint veteran prosecutor William (Bill) Clark to the position of Chief Assistant District Attorney.

While working full time as a sworn police officer, Mr. Clark earned his undergraduate degree from San Jose State University in 1982. Mr. Clark then earned his J.D. from John F. Kennedy School of Law in 1986. He joined the Contra Costa County District Attorney’s Office as a Deputy District Attorney in 1988.

Mr. Clarks' career in Contra Costa County included extensive trial experience at every level of criminal prosecution, including the first north Richmond gang enhanced murder conviction and three pre-proposition 21 certified juvenile murder convictions. Mr. Clark has supervised Deputy District Attorneys at both the misdemeanor and felony levels and was most recently assigned to head Contra Costa County’s Special Prosecution unit. In that position, he personally responded to all officer involved critical incidents and served as a primary assist to local law enforcement agencies involved in complex criminal investigations. Mr. Clark regularly teaches young police officers at the Basic Police Academy and investigators through the California District Attorney Investigator’s Association.

Action to be taken following Board approval: Department to make an offer of employment for a Chief Deputy District Attorney at step 5.
