Background:
In an effort to expend $970,000 of unspent Year 7 (FY 2004-2005) Carl Moyer Memorial Air Standards Attainment (Carl Moyer) Program funds, CARB created the Pooled Rural District Moyer Fund. CARB retained a contractor to solicit for eligible on-road or off-road heavy duty diesel equipment emission reduction projects within California rural air districts. Through an exceptional marketing effort, applications for 168 eligible projects, for a total of $6.2 million dollars were received. After allocating funds for eligible projects back to the air districts that contributed to the unspent Year 7 funds, the AQMD is entitled to receive $39,500 to fund an eligible excavator engine repower project located in El Dorado County.

Reason for Recommendation:
The primary goal of this program is to expend Carl Moyer Program funds for projects which will reduce emissions from heavy duty diesel engines. The projects were chosen by the California Air Pollution Control Officers Association (CAPCOA) to receive funds from CARB. The excavator repower project in El Dorado County will reduce emission from the existing engine by 26%.

The resolution, grant dispersement request and contract have been approved by County Counsel.
