Background:
Assembly Bill 2766 (Sher) authorized air pollution control districts to impose up to a $4 motor vehicle registration fee to provide funds for air districts to meet responsibilities mandated under the California Clean Air Act.  On March 15, 1994, by Board Resolution #79-94, the District set the fee at $4 per registered motor vehicle.
 
The California Health and Safety Code states that the fees shall be used to reduce air pollution from motor vehicles and for related planning, monitoring, enforcement and technical studies necessary to implement the California Clean Air Act.  The California Air Resources Board (CARB) has published a guidance document titled "Proposed Criteria and Guidelines for Use of Motor Vehicle Registration Fees.
 
Reason for Recommendation:
In February 2007, the AQMD sent out a Request for Proposal for Motor Vehicle Emission Reduction Projects and eleven proposals were received.  The AQMD reviewed all proposals received and in accordance with the California Health and Safety Code is recommending funding the projects summarized in Attachment A.
 
These contracts have been approved by County Counsel.
 
Action to be taken following Board approval:
Board Clerk to provide one (1) minute order to the AQMD
Board Clerk to forward executed Contracts to the AQMD for further processing.
