Fiscal Impact/Change to Net County Cost:
Funding for this agreement is in the FY 06/07 IT budget.

Background:
Information Technologies is in the second year of a three-year upgrade program for the County-wide telephone and voice mail systems. This agreement will allow for Avaya to install the latest switch upgrades purchased earlier this fiscal year.

Reason for Recommendation:
Information Technologies recommends the Board make findings that it is more economical and feasible to contract out for professional services for the installation of hardware and software upgrades to the County-wide telephone system, according to County ordinance 3.13, Section 3.13.030.

The upgrade of the telephone system infrastructure is necessary due to obsolescence and the need to move to Voice Over Internet Protocol (VoIP), which will ultimately save the County in installation and maintenance costs as well as provide more reliable and quality voice communication service. Due to the special skills and qualifications involved in the performance of the work, and the lack of available qualified County employees to perform the work involved, it is necessary to employ professional services from the equipment and software vendor, Avaya.
