DEPARTMENT RECOMMENDATION

The Health and Human Services Agency (HHSA) holds two (2) agreements with Summitview Child and Family Services, Inc. specific to their Rate Classification Level (RCL) 14 Group Home services.  Agreement for Services 945-S0811 provides for room and board under the oversight of HHSA’s Social Services Division, while Agreement for Services 179-S1611 provides for Specialty Mental Health Services for children placed in the Group Home, under the oversight of HHSA’s Mental Health Division.  In accordance with the County’s commitment to provide services for children who are victims of Commercial Sexual Exploitation (CSEC), HHSA is recommending approval of Amendment 1 to Agreement for Services 179-S1611 with Summitview Child and Family Services, Inc., to ensure that CSEC who are placed in Summitview Child and Family Services, Inc.’s Group Home setting, receive needed Specialty Mental Health Services.

 

DISCUSSION / BACKGROUND

Agreement for Services 179-S1611 with Summitview Child and Family Services, Inc., was executed by the Board on October 13, 2015, (File 15-1142, Item 20) for the provision of Specialty Mental Health Services in a Group Home.  Summitview Child and Family Service, Inc. provide group home services at RCL 14, the most intensive level of services offered in California.  On March 1, 2016, Summitview opened the Agape House, a six bed house dedicated to meeting the needs of females, ages 8 to 21, who have been identified as CSEC.  In its ongoing commitment to the CSEC population and expansion of services in the County, HHSA’s addition of one slot and $117,000 to Agreement for Services 179-S1611 will enable the County to further provide for the specialized needs of the CSEC population.

 

Historically, Specialty Mental Health Services for Group Homes were incorporated into the Traditional Specialty Mental Health Service agreements.  As the group home population typically requires a higher level of service, at higher costs, HHSA has negotiated separate agreements with the Group Home vendors to more effectively manage the services and monitor costs without impacting other outpatient services.

 

The negotiated contracts establish client slots (service capacity) and consistency in service delivery expectations, performance measures and outcomes, productivity, and funding based on the needs of the client population.  Amendment 1 to Agreement for Services 179-S1611 includes outcome measures that will be monitored, including the reduction in days psychiatrically hospitalized, reduction of school absenteeism, number of clients moving to a lower level of care, and number of clients graduating to community resources.  In addition, Amendment 1 to Agreement for Services 179-S1611 establishes a productivity standard of sixty-five percent for treatment staff.  It is anticipated that the performance and outcomes measures will positively impact the quality and quantity of services provided to clients. 

 

ALTERNATIVES

Disapproval of Amendment 1 to Agreement for Services 179-S1611 with Summitview Child and Family Services, Inc., will result in HHSA’s inability to provide essential Specialty Mental Health Services specific to the CSEC placements.

FINANCIAL IMPACT

There is no Net County Cost associated with this Agenda item.  Sufficient appropriations are available due to additional funding that was allocated by the State to El Dorado County to provide services to the CSEC population.

1) Clerk of the Board to obtain signature of Chair on two (2) original Amendment 1 to Agreement for Services 179-S1611.

2) Clerk of the Board to return one (1) fully executed Amendment to the HHSA Contracts Unit at 3057 Briw Road.
