Fiscal Impact/Change to Net County Cost:  None.  The debts have been determined to be uncollectible due to expiration of statutes of limitations, death, or bankruptcy.  
 
Background:  The last request for discharge of accountability was presented to the Board of Supervisors June 20, 2006.  This discharge represents both accounts that became uncollectible during the past year and a final clean up of approximately 575 accounts that are uncollectible for services provided between 1996 and 2002.  
 
Reason for Recommendation:  The statutes of limitations have expired on the majority of the unpaid debts that are being recommended for discharge of accountability.  Additionally, there are debts that are uncollectible due to bankruptcy, death, or inability to identify the correct debtor.  Further collection efforts cannot be pursued.
 
Action to be taken following Board approval: The Revenue Recovery Division will write off $1,026,148.37 uncollectible debt and notify the appropriate departments that accountability has been discharged.
