Community Development Agency, Administration and Finance Division, recommending the Board take the following actions pertaining to the Placerville and Georgetown Airports, all subject to review and approval by County Counsel:

1)  Provide grant award acceptance and approval of a Federal Aviation Administration (FAA) Grant Agreement and Terms and Conditions of Accepting Airport Improvement Program (AIP) Grants in the amount of $58,500 for design of the Taxiway Edge Lights Project (Design Phase 1 - Rehabilitate Taxiway A Lighting [approximately 3,910’ x 35’] Including One Regulator) at the Placerville Airport, CIP No. 93130, from the United States Department of Transportation, Federal Aviation Administration, and authorize the Community Development Agency Director, or his designee, to execute all associated documents (P&C No. 037-F1711), subject to review and approval by County Counsel (see Attachment B);

DISCUSSION / BACKGROUND

In accordance with Board Policy A-6, Grant Applications, CDA applied for three FAA AIP grants (two for the Placerville Airport and one for the Georgetown Airport), which, if received, would fund ninety percent (90%) of the costs for each of the subject projects.

 

Due to FAA’s grant offer process, whereby FAA requests that the grants be executed and returned in a compressed time frame, CDA requests that the Board authorize the CDA Director, or his designee, to execute the documents for the three FAA AIP grants, currently $58,500 for the Taxiway Edge Lights Project at the Placerville Airport, $63,000 for the Rehabilitate Runway, Taxiways, and T-hangar Taxilanes Project at the Georgetown Airport, and an estimated $166,500 for the Airport Layout Plan Update and Obstruction Survey at the Placerville Airport, subject to County Counsel review and approval.

 

In accordance with Board Policy A-6, Grant Applications, the CDA intends to apply for three State AIP Matching Grants, which, if received, would fund five percent (5%) of the FAA AIP Grant amounts for each project.  State AIP Matching Grants were not programmed in the 2015 Capital Improvement Program (CIP) as these funds have become unreliable; Accumulated Capital Outlay (ACO) funds were included instead.  If the CDA is awarded the three State AIP Matching Grants, a portion of the ACO funds will be replaced with the State matching funds.

 

CDA cannot apply for the three State AIP Matching Grants until the FAA AIP Grants are executed, which compresses the time frame for issuing the Notices to Proceed to start the projects.  To expedite this process and keep the projects on schedule, CDA requests that the Board authorize the CDA Director, or his designee, to execute the documents for the three State AIP Matching Grants, currently estimated at $2,925 for the Taxiway Edge Lights Project at the Placerville Airport, $8,325 for the Airport Layout Plan Update and Obstruction Survey Project at the Placerville Airport, and $3,150 for the Rehabilitate Runway, Taxiways, and T-hangar Taxilanes Project at the Georgetown Airport, subject to County Counsel review and approval.

 

The purpose of the Taxiway Edge Lights Project at the Placerville Airport is to replace existing taxiway edge lights currently in disrepair with new lights, base cans, conduit and conductor to provide a complete working system.  Signage will be replaced and improvements will be made in the electrical vault.

 

The purpose of the Airport Layout Plan Update and Obstruction Survey Project at the Placerville Airport is to identify obstructions to the surrounding navigable airspace and analyze airport pavement conditions.

 

The purpose of the Rehabilitate Runway, Taxiways, and T-hangar Taxilanes Project at the Georgetown Airport is to provide design services to prepare project plans and specifications suitable for bidding purposes for the pavement preservation and restriping of the runway, parallel and connector taxiways, and apron areas.

OTHER DEPARTMENT / AGENCY INVOLVEMENT

County Counsel will review and approve the FAA AIP Grant Agreements.  If the CDA is successful in obtaining State matching funds, County Counsel and Risk Management will review and approve the State AIP Matching Grant Agreements as well.

FINANCIAL IMPACT

These projects are included in the adopted 2015 CIP.  The cost of the Taxiway Edge Lights Project at the Placerville Airport is estimated at $65,000 (ACO contribution $6,500), the cost of the Airport Layout Plan Update and Obstruction Survey Project at the Placerville Airport is estimated at $185,000 (ACO contribution $18,500), and the cost of the Rehabilitate Runway, Taxiways, and T-hangar Taxilanes Project at the Georgetown Airport is estimated at $70,000 (ACO contribution is $7,000).  Funding for the projects will be provided by three FAA AIP Grants (90% for each project) and ACO funds (10% for each project), unless the CDA is awarded State AIP Matching Grants, in which case a portion of the ACO funds will be replaced with the State matching funds.

 

CDA FOLLOW UP ACTIONS

1) Upon award of the FAA AIP Grants, CDA will forward the Grant Agreements to County Counsel and Risk Management for review and approval.

2) Upon County Counsel’s approval of the FAA AIP Grant Agreements, the CDA Director, or his designee, will execute the Grant Agreements and CDA will send copies to the Clerk of the Board.

3) If the State awards the State AIP Matching Grants, CDA will forward the Grant Agreements to County Counsel and Risk Management for review and approval.

4) Upon County Counsel and Risk Management approval of the State AIP Matching Grant Agreements, the CDA Director, or his designee, will execute the Grant Agreements and CDA will send copies to the Clerk of the Board.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

The Clerk of the Board will file copies of the fully executed Grant Agreements.
